Govt to relocate Laitumkhrah hawkers with sensitivity Ampareen

In a recent statement published by The Shillong Times, Minister Ampareen Lyngdoh addressed the pressing issue of street vendor congestion, particularly in the Laitumkhrah area, assuring the public that the government is actively formulating a plan for relocation that prioritizes sensitivity and human welfare. The remarks underscore a cautious and methodical approach to an issue that has long plagued urban planning in the region.
Addressing the ‘Annoying Presence’
The Minister did not mince words when describing the scale of the challenge. Acknowledging the widespread problem, she referred to the “huge annoying presence that we find in every part of the city, not just in Laitumkhrah”. This candid assessment highlights the necessity for a comprehensive, city-wide strategy, rather than a piecemeal solution confined to one locality. The public, she stated, is now looking to the government to deliver a permanent and effective fix to this urban bottleneck.
A Calculated and Focused Strategy
While the urgency to clear the footpaths is evident, the government’s approach will be anything but hasty. Minister Lyngdoh confirmed that the administration is committed to developing a “very calculated, targeted, focused solution of the problem”. This suggests a move away from past, possibly reactive, measures toward a well-researched policy that considers all facets of the street vending ecosystem.
The complexity of the task was also highlighted, touching upon questions of legal and moral “obligations” and establishing clear eligibility criteria for those who will face action. The Minister cautioned against the premature release of details, stating that she would “not indulge and divulge information which is premature in nature”.
Prioritizing Human Lives and Livelihoods
Perhaps the most salient point of the government’s stance is the promise of compassion in its implementation. Emphasizing the gravity of the decision, the Minister urged patience from the public, reminding everyone that they are “dealing with human lives and in our efforts to deal with problems which are related to mind to livelihood, we have to be cautious”.
The Minister was unequivocal in her commitment to a peaceful transition, stating, “I can assure you government is sympathetic to the largest degree”. She stressed that the administration would avoid confrontation or “drama,” which she described as “not the way out in these situations”. She affirmed that she is “working sincerely to ensure that whatever plan we bring before whoever is going to be… part of this decision taking”.
Collaboration and Legal Oversight
The planning process is not being undertaken in isolation. The Minister noted that she “cannot do this alone” and requires public participation. Furthermore, the Darbar is “very much in line” and is also “preparing a plan of action”, indicating a multi-pronged collaborative effort.
Crucially, the government remains mindful of the legal landscape. Acknowledging that “judicial intervention is a stone throw distance away from every citizen”, the Minister promised that the matter will be handled “cautiously with all care” and that the situation will be thoroughly studied.
The Vision for Laitumkhrah
The ultimate goal, as articulated by the Minister, is the restoration of order and aesthetics to the congested areas. She expressed hope that the measures, once implemented, will allow the public to “soon see a police bazaar kai lad look in the streets of Laitumkhrah”. This vision of a cleaner, more organized urban space serves as the driving force behind the ongoing, careful planning and implementation process.
