In a radical bid to redefine its place on the global stage, the Kingdom of Saudi Arabia has unleashed an unprecedented wave of investment into international sports, committing over $100 billion in total spending. This massive financial outlay, spanning everything from football clubs and golf leagues to Formula 1 sponsorships and esports ventures, is not merely a hobby. It is the cornerstone of a comprehensive national strategy known as Vision 2030, designed to secure the Kingdom’s long-term influence, economic stability, and global dominance.
The Twin Crises That Forced a Pivot
Saudi Arabia’s aggressive pivot toward sport was directly prompted by two fundamental crises that came to a head around 2015.
The Economic Imperative
For decades, the Kingdom’s prosperity was almost entirely reliant on a single resource: oil. In 2015, 87% of all government revenue was derived from oil sales. This reliance became a devastating vulnerability when the oil price plummeted from over $100 a barrel to as low as $35 a barrel.

Under the leadership of Crown Prince Mohammed bin Salman (MBS), the strategy aimed to address this by promoting social change. MBS lifted restrictions on women driving and attending football matches, introduced cinemas and concerts, and focused on developing sports infrastructure to boost national participation. Sport was thus identified as a solution to increase activity, engage the youth, and improve quality of life.
Vision 2030: The Strategy and the Architects
The strategic depth of Saudi Arabia’s sports investment is rooted in Vision 2030, a framework for economic and social transformation led by Crown Prince MBS.
At the center of this financial firepower is the Public Investment Fund (PIF). Governed by Yaser Al-Ramayan, the PIF controls over $700 billion in assets and is the primary entity writing the checks. The PIF is responsible for flagship acquisitions, most notably the 2021 purchase of Newcastle United Football Club for $380 million, which served as a monumental entry point into global football.
The Kingdom’s operational structure also includes several specialized vehicles:
- Savvy Games Group: Formed in 2021 with the goal of turning Saudi Arabia into a global esports and gaming hub. Its mandate is as much about economic development as it is about profit, tasked with creating tens of thousands of employment opportunities for Saudi nationals.
- Surge: A dedicated sports investment vehicle created in 2023 to scale the PIF’s portfolio, taking stakes in services like The Zone streaming platform and organizations like the Professional Fighters League (PFL).
- Turkey Alalshikh: Nicknamed “the showman,” Alalshikh runs the General Entertainment Authority and is the maestro behind large-scale, high-profile events like major boxing fights and WWE extravaganzas in Riyadh.
From St. James’ Park to Neom: The Scope of Investment
The PIF’s strategy is comprehensive, covering every facet of the global sports and entertainment ecosystem.
In football, the PIF owns majority stakes in four of the biggest Saudi Pro League teams (Al-Hilal, Al-Nassr, Al-Ittihad, and Al-Ahli) in addition to Newcastle United. This move has attracted global superstars, most famously Cristiano Ronaldo, to the domestic league.
In golf, the Kingdom bankrolled the controversial LIV Golf league, leading to a massive disruption in the professional golf landscape and ultimately forcing a merger with the PGA Tour.
The most ambitious project, however, is the Neom mega-city. Envisioned as a futuristic metropolis on the Red Sea coast, the estimated $1 trillion development will be a central hub for adventure, esports, and sport. Neom is being designed to host major global events, including games for the 2034 FIFA World Cup, and already has its own football club, Neom SC, promoted to the Saudi Pro League in 2025.
The Contradiction: Sportswashing and Genuine Progress
The heavy investment has yielded tangible results, both internationally and domestically.
On the home front, the initiative has successfully driven social change. Female participation in sport has surged, with women now making up 40% of community sports members. Overall, the percentage of the population that is physically active has risen from 13% in 2015 to nearly 50%.
However, the strategy is consistently shadowed by accusations of “sportswashing.” Critics argue that the billions poured into sport are fundamentally designed to launder the Kingdom’s image, distracting global attention from its human rights record, lack of free speech, treatment of dissidents, and high-profile incidents like the murder of journalist Jamal Khashoggi.
Organizations like Amnesty International have condemned the 2034 World Cup bid evaluation as “an astonishing whitewashing of Saudi Arabia’s atrocious human rights record.” Furthermore, the Neom project has faced scrutiny over the displacement of up to 20,000 people, including members of the Hawat tribe.
Ultimately, Saudi Arabia’s sports strategy presents a stark contradiction: genuine domestic progress and reform in a region traditionally known for social conservatism, juxtaposed with the ruthless use of soft power to deflect international criticism and consolidate global influence. The Kingdom, facing existential economic and social threats, is placing its biggest bets on the universal language of sport to secure its future.
