Mizoram’s Plan to Transfer Lengpui Airport to Indian Air Force Faces Stiff Opposition

The Mizoram government’s recent decision to transfer control of the Lengpui Airport to the Indian Air Force (IAF) has sparked significant controversy and widespread opposition from various stakeholders. The decision, which stems from financial and operational considerations, has raised concerns among civil society groups, political parties, and local citizens, highlighting the strategic and emotional importance of the airport for the state.

Background of the Proposal

The move to hand over Lengpui Airport to the IAF was initiated during a cabinet meeting in October 2024. Chief Minister Lalduhoma and his government reasoned that the transfer would ensure better management of the airport’s runway and air traffic control, while relieving the state of some financial burdens. To facilitate the transition, the government formed a Working Committee led by TBC Lalvenchhunga, tasked with negotiating a Memorandum of Agreement (MoA) with the IAF. The committee aims to finalize the agreement within three months.

Under the proposed arrangement, the IAF would assume responsibility for critical operations such as runway maintenance and air traffic control, while the state government would retain control over other administrative and management aspects. The plan is seen by its proponents as a practical solution to improve efficiency and security at the airport, which serves as the state’s only air link to the rest of the country.

Civil Society and Political Opposition

The proposal has, however, drawn sharp criticism from various quarters. Civil society organizations, spearheaded by the influential NGO Coordination Committee, have voiced strong opposition to the move. The committee, which includes groups such as the Central Young Mizo Association (CYMA), Mizo Hmeichhe Insuihkhawm Pawl (MHIP), Mizo Zirlai Pawl (MZP), and Mizo Students’ Union (MSU), argues that relinquishing control of the airport could undermine Mizoram’s autonomy and strategic interests. In a statement issued in August 2023, the NGO Coordination Committee emphasized that Lengpui Airport is not just a transport hub but also a vital symbol of state pride and independence.

Adding to the opposition, the Mizoram Pradesh Congress Committee (MPCC) has been vocal in its criticism of the government’s plan. MPCC President Lal Thanzara condemned the decision in a statement on January 17, 2025, highlighting the state’s financial struggles and the considerable investment made in constructing the airport. Lal Thanzara pointed out that handing over control to the IAF would effectively diminish the state’s authority over one of its most important infrastructural assets.

Mizo National Front’s Stance

The Mizo National Front (MNF), led by former Chief Minister Zoramthanga, has also expressed its staunch opposition to the plan. Speaking at the party’s 63rd anniversary celebration in October 2024, Zoramthanga underscored the airport’s crucial role in ensuring connectivity and supporting the survival of the state. He warned that the move to hand over the airport to the IAF would face resistance not only from civil society but also from the younger generation and political groups.

Zoramthanga emphasized the historical significance of the airport, which was developed with significant effort and investment by the people of Mizoram. He stated that allowing the IAF to take over its operations would undermine the sacrifices made to establish the facility and compromise its primary purpose of serving civilian needs.

Concerns Over Civilian Use

One of the major concerns raised by opponents is the potential impact on civilian use of the airport. While the government has assured that the airport will remain accessible to civilians, skeptics fear that military control could prioritize defense-related activities over civilian operations. This, they argue, could disrupt daily flights, limit commercial operations, and affect the state’s connectivity with the rest of the country.

Government’s Response

In response to the growing criticism, Chief Minister Lalduhoma has defended the proposal, arguing that the involvement of the IAF would enhance the airport’s operational efficiency and safety. The Chief Minister also established a review committee, chaired by his adviser TBC Lalvenchhunga, to carefully assess the implications of the transfer and address public concerns.

The committee submitted an initial report outlining the potential benefits of the handover, including improved infrastructure management and heightened security measures. However, the report also acknowledged the need to balance these benefits with the interests of the people of Mizoram and ensure that civilian access to the airport is not compromised.

The proposal to transfer Lengpui Airport to the Indian Air Force remains a contentious issue in Mizoram. While the government argues that the move is a pragmatic solution to financial and operational challenges, opposition from civil society, political groups, and local citizens reflects deep-seated concerns about the airport’s future and its significance for the state.

As negotiations between the government and the IAF continue, the coming months will be crucial in determining the fate of Lengpui Airport. Whether the state can find a middle ground that satisfies both operational needs and public sentiments remains to be seen. For now, the debate over the airport underscores the complex interplay between development, security, and regional identity in Mizoram.
