The arrest of renowned Ladakhi innovator and environmentalist Sonam Wangchuk has triggered a storm of controversy, not just in Ladakh but across India and beyond. Known internationally for his pioneering work in sustainable education, climate action, and his role in conceptualizing the Himalayan Institute of Alternatives, Ladakh (HIAL), Wangchuk now finds himself at the center of a government crackdown.

“They are treating him like a criminal,” Angmo said, adding that “false narratives and baseless allegations are being manufactured to defame him.” She emphasized that his lifelong commitment to nonviolence and constructive social change stands in stark contrast to the charges being leveled against him.

For Angmo, the investigations and sudden state actions—including the cancellation of land leases and the freezing of funding channels—represent not just an attack on Wangchuk as an individual, but also an attempt to stifle civil society in Ladakh.


Government Allegations: FCRA Violations, Financial Irregularities, and Provocation

On the government’s side, the accusations are wide-ranging.

  • The Central Bureau of Investigation (CBI) has launched a probe into alleged violations of the Foreign Contribution Regulation Act (FCRA) by HIAL, which manages international donations for educational and environmental projects.
  • The Ministry of Home Affairs has canceled HIAL’s FCRA registration, effectively cutting off the institute from foreign funding streams.
  • The administration in Ladakh has also revoked the land lease allotted to HIAL, citing procedural violations.
  • Officials further allege that Wangchuk’s recent speeches and activism “provoked” demonstrators during violent protests in Ladakh, where police firing resulted in casualties.

In the government’s framing, these actions are justified responses to unlawful behavior. In the activist’s camp, however, they are seen as deliberate efforts to intimidate, discredit, and criminalize dissent.


HIAL and Its Work: From Education to Climate Innovation

The Himalayan Institute of Alternatives, founded by Wangchuk and Angmo, is at the heart of this controversy. HIAL was envisioned as a pioneering educational model that replaces rote learning with real-world problem-solving. The campus, built with eco-friendly designs, has drawn attention worldwide as a template for sustainable development in high-altitude regions.

HIAL’s projects include ice stupas—artificial glaciers that address water shortages—green building technologies, and vocational training for Ladakhi youth. For many in the region, the institute is not just a school but a symbol of empowerment and resilience.

The cancellation of its land lease and financial registration, therefore, is being viewed by locals as a blow not only to the institution but also to the aspirations of Ladakh’s next generation.


The Wider Political Context: Ladakh’s Identity Struggles

The confrontation between Wangchuk and the government cannot be separated from the broader politics of Ladakh. Since the abrogation of Article 370 in 2019, which removed Jammu and Kashmir’s special status and carved Ladakh into a separate Union Territory, local demands for autonomy, constitutional safeguards, and protection of tribal land rights have grown louder.
