The project soon expanded into Sharp Eyes (雪亮工程), which extended this web of monitoring to rural towns and villages.
Today, these systems are so dense that some estimates suggest there is one camera for every two citizens in major urban centers. Surveillance in Xinjiang serves not only security objectives but also political control—targeting Uyghur Muslims under the guise of counterterrorism. Some democracies, including the U.S. and U.K., have banned or restricted Chinese-made cameras in government facilities, citing national security risks. Yet many countries continue to adopt them for their affordability and reliability, illustrating how China’s technology is reshaping the global surveillance landscape.

Despite its vast reach, China’s surveillance state is not infallible. The Shanghai police database leak in 2022, which exposed personal data of over a billion citizens, revealed both the scope and fragility of the system.
