PM’s Tough Crackdown On Jal Jeevan Mission Irregularities
New Delhi: In a major push for accountability in one of its flagship programs, the Centre has taken severe action against irregularities in the Jal Jeevan Mission (JJM), following a firm directive from Prime Minister Narendra Modi to adopt “zero tolerance” towards corruption.
The crackdown has resulted in penalties and recoveries totaling over ₹129 crore imposed on contractors and officials across seven states, alongside arrests of high-profile individuals.
The Mandate: Functionality Over Figures
The action was triggered by a series of on-ground inspections conducted by Central Nodal Officers (CNOs). Their feedback revealed a significant gap: while official dashboards showed a large number of tap connections, a sizable portion of these connections were non-functional or suffered from irregular water supply.
A senior official in the Ministry of Jal Shakti stated, “The Prime Minister has made it clear that any malpractice undermining the scheme’s ultimate objective of providing safe, functional tap water to every rural household will not be tolerated. Transparency and accountability are non-negotiable.”
💰 Where the Penalties Landed
Seven states have faced financial consequences for financial, procedural, and quality-related violations, with proceedings to recover the penalty amounts initiated against the contractors involved. - Contractors Blacklisted: 236 contractors have been blacklisted or debarred, and 116 contracts have been terminated.
- Action Against Officials: Departmental proceedings have been initiated against 621 officials, with penalties imposed in 531 cases.
- Criminal Cases: Nine FIRs have been registered against 20 officials, 10 contractors, and a Third-Party Inspection Agency (TPIA).
- High-Profile Arrests: The crackdown has so far led to the arrest of a former minister, 10 officials, and 8 contractors. (The former minister arrested is reported to be from Rajasthan).
🔒 Fund Release Tied to Compliance
To ensure immediate corrective measures, the Centre has reportedly warned states that the release of fresh funds for the Jal Jeevan Mission will be contingent upon the submission of comprehensive Action Taken Reports (ATRs), demonstrating that complaints have been resolved and that water supply is functional on the ground.
The move signals a significant shift towards stricter monitoring and quality assurance in the ₹3.6 lakh crore Mission, ensuring that the ambitious goal of ‘Har Ghar Jal’ (Water to Every Household) is achieved with integrity.
