India Poised to Introduce E85 Ethanol Blend: A Major Leap in Biofuel Strategy

New Delhi, May 2026 — India is on the cusp of introducing E85, a high-ethanol fuel blend containing up to 85% ethanol and 15% petrol, marking a significant expansion of its ambitious Ethanol Blended Petrol (EBP) programme. The Ministry of Road Transport and Highways recently issued a draft notification proposing amendments to the Central Motor Vehicles Rules to formally permit the use of E85 and even E100 (nearly pure ethanol) as distinct fuel grades.

This development builds directly on the successful nationwide rollout of E20 (20% ethanol blend) in 2025. Once the draft rules are finalised after public consultation, they will pave the way for testing, certification, and eventual commercial availability of higher ethanol blends at fuel stations across the country.

Objectives Behind the Move

The push for E85 aligns with several national priorities:

  • Reducing Oil Imports: India imports around 85% of its crude oil requirements. Higher ethanol blends are expected to substantially lower the import bill and enhance energy security.
  • Supporting Farmers: Increased demand for ethanol produced from sugarcane, maize, grains, and other agricultural feedstocks will provide a major boost to rural incomes.
  • Environmental Gains: Ethanol is a cleaner-burning fuel that can help reduce greenhouse gas emissions and urban air pollution compared to conventional petrol.
  • Energy Transition: The initiative supports India’s broader goals of biofuel promotion and achieving greater self-reliance in the transport fuel sector.

Vehicle Compatibility and Rollout Plans

Unlike E20, which is compatible with most modern petrol vehicles, E85 requires specially designed flex-fuel vehicles (FFVs). These vehicles feature corrosion-resistant fuel systems, modified engines, and tuning to handle high ethanol content safely. Standard petrol cars, particularly older models, may experience issues such as fuel system damage, reduced fuel efficiency, or difficulties in cold starts if used with E85.

Automakers, including Maruti Suzuki, have indicated plans to introduce flex-fuel models in the coming years. The government is expected to adopt a phased approach, beginning with pilot projects in select cities before scaling up nationwide availability.

  • Performance Trade-offs: Higher ethanol blends typically result in lower mileage due to ethanol’s lower energy density.
  • Transition Issues: While E20 has already seen some teething problems in older vehicles, E85 will remain an optional fuel alongside conventional and E20 petrol.

Experts believe the transition must be carefully managed to avoid supply shortages or consumer inconvenience. The draft notification is currently open for public comments, with final rules likely to follow soon.

This move positions India among a select group of countries actively promoting high-ethanol fuels, drawing inspiration from Brazil’s long-established ethanol programme while adapting to local conditions. As the world’s third-largest oil consumer, India’s success with E85 could significantly influence global biofuel trends and its own path toward a greener transport future.
