Abiy Ahmed: Turning Addis Ababa into the Dubai of Africa

Ethiopian Prime Minister Abiy Ahmed has embarked on an ambitious mission to reinvent Addis Ababa as a modern, world-class metropolis — a bold vision often dubbed the “Dubai of Africa.” Since assuming power in 2018, Abiy has championed large-scale infrastructure projects, urban renewal initiatives, and foreign investment strategies aimed at transforming Ethiopia’s capital into a gleaming hub of commerce, tourism, and innovation.

Addis Ababa, long known as Africa’s diplomatic capital due to hosting the African Union headquarters, is undergoing a dramatic facelift. Under Abiy’s leadership, the city has witnessed an explosion of skyscrapers, expansive green corridors, modern road networks, and mixed-use developments. The goal is to shift Ethiopia toward a service-oriented economy while projecting an image of progress and stability.

Major Urban Transformation Projects

One of the flagship efforts is the Beautifying Sheger Project, which focuses on revitalizing riverfront areas, constructing wide boulevards, parks, illuminated roundabouts, and pedestrian-friendly zones. Stretching across dozens of kilometers, these corridors are designed to blend modern infrastructure with green spaces, giving parts of the city a fresh, cosmopolitan appeal.

Another cornerstone is the La Gare Urban Redevelopment project. This multi-billion-dollar initiative aims to convert the historic railway district into a vibrant mixed-use area featuring offices, luxury hotels, retail centers, public parks, and integrated transit hubs. It represents a significant bet on attracting international businesses and tourists.

The city’s skyline is also evolving rapidly. New high-rise towers, business districts, expanded airport facilities, and residential complexes are rising, fueled by investments from countries like China and the UAE, as well as private developers. These developments are part of a broader strategy to position Addis Ababa as a competitive African economic gateway.

The Visionary Leader

Abiy Ahmed, who received the Nobel Peace Prize in 2019 for efforts to end the long-standing conflict with Eritrea, has positioned these urban projects as symbols of national renewal and unity. Alongside initiatives like the Grand Ethiopian Renaissance Dam (GERD), his administration views modern infrastructure as essential for economic growth and global relevance. Supporters credit him with injecting optimism and momentum into a city long constrained by underinvestment.

Challenges and Criticisms

Despite the visible progress, the transformation has sparked significant debate. Critics argue that the focus on prestige projects has led to the displacement of thousands of residents, demolition of historic neighborhoods, and questions about priorities. Ethiopia continues to grapple with regional conflicts, economic pressures, inflation, and food security issues, raising concerns about whether the high-cost developments can deliver inclusive benefits for ordinary citizens.

Reliance on foreign funding also draws scrutiny, with some questioning the long-term sustainability and debt implications. The rapid changes have created a tale of two cities: gleaming new districts alongside areas still facing basic infrastructure gaps.

Addis Ababa’s metamorphosis is undeniable. From dusty roads and modest buildings to illuminated boulevards and contemporary architecture, the city is changing at a remarkable pace. Whether it ultimately fulfills the “Dubai of Africa” aspiration will depend on maintaining political stability, attracting sustained investment, and ensuring that growth benefits all segments of society.

Abiy Ahmed’s urban agenda reflects a high-stakes gamble — betting that bold, visible modernization can propel Ethiopia onto the global stage.
