Election Commission Orders Probe into Alleged Voting by Foreign Nationals in Tamil Nadu Assembly Elections

Chennai, May 16, 2026 — The Election Commission of India (ECI) has directed a formal investigation into reports that foreign nationals illegally participated in the Tamil Nadu Assembly elections held on April 23, 2026. The probe comes after several individuals with foreign passports were detained while attempting to leave the country, bearing indelible ink marks on their fingers — a clear sign that they had cast their votes.

According to preliminary findings, around 25 foreign nationals, primarily from Sri Lanka along with a few from the United Kingdom, Canada, Indonesia, and other countries, have been arrested or detained mainly at Chennai and Madurai airports. Many of them were found in possession of fraudulent Indian voter identity cards (EPICs), which are issued only to Indian citizens.

The ECI has sought detailed reports from returning officers in at least two major cities and five districts regarding how these individuals managed to get enrolled in the electoral rolls despite the Special Intensive Revision (SIR) exercise conducted prior to the polls. Authorities are now examining travel records, voter registration documents, and possible networks involved in issuing fake voter IDs.

Foreign nationals are strictly ineligible to vote in Indian elections. While overseas Indians holding Indian citizenship can register as overseas electors, non-citizens have no such rights. Officials noted that several suspect foreign names had been deleted from the rolls during revisions in 2025 and early 2026, yet some appear to have evaded detection.

The incidents are concentrated largely in Chennai, with isolated cases reported in Puducherry. Police and immigration authorities acted swiftly based on intelligence inputs suggesting that some foreign nationals had planned to vote and exit the country immediately afterward.

The Election Commission has received initial reports from the field and has initiated a wider probe involving coordination between election officials, state police, and immigration authorities. The investigation aims to determine the full scale of the irregularity, identify lapses in the voter enrolment process, and assess whether any electoral outcomes were affected. So far, no official comment has been made on the potential impact on results.

The development has triggered sharp political reactions, with opposition parties demanding a comprehensive audit of electoral rolls across the state to prevent future breaches. Ruling party spokespersons have described the cases as isolated incidents and expressed confidence in the robustness of the electoral process.
