
Itanagar: In a significant push towards modernising governance and tightening border management, Arunachal Pradesh Chief Minister Pema Khandu has announced that the state will soon transition from the traditional paper-based Inner Line Permit (ILP) system to a fully digital e-ILP platform.
The Arunachal Pradesh Cabinet, chaired by CM Khandu, has formally approved the move, which aims to strengthen the ILP regime under the Bengal Eastern Frontier Regulation of 1873. The digitisation drive is expected to curb fake permits, prevent illegal migration, check overstays, and reduce misuse of the system while making entry monitoring more efficient for non-Arunachali (non-APST) visitors and workers.
Key Highlights of the New e-ILP System
The proposed digital platform will introduce several robust features designed for transparency and security:
- QR Code-based Verification: All permits will carry QR codes for instant scanning and authentication at entry check gates, making forgery extremely difficult.
- Aadhaar-linked Authentication: Mandatory Aadhaar verification coupled with police clearance will be required for issuance.
- Sponsor Accountability: For work-related permits, sponsors or recommenders will be held directly responsible for ensuring that permit holders exit the state on time.
- Real-time Monitoring: The system will maintain live records of issuance details, entry and exit points, validity periods, and automatic flagging of overstays.
- Stricter Penalties: Violations will attract enhanced fines and bans of up to two years.
- Intensive Field Checks: Surprise inspections by district task forces, police, and officials at entry gates, markets, construction sites, and other locations will be intensified.
The government believes the new system will create foolproof digital trails — recording exactly who entered, through which gate, when, and whether they left on schedule — thereby fixing accountability gaps that existed in the manual process.
Why the Shift?
The existing paper-based ILP system has long been plagued by duplication, counterfeit permits, poor exit tracking, and enforcement challenges. Speaking on the reform, CM Khandu emphasised that digitisation will bring much-needed clarity and efficiency to the entire process.
A tourist-friendly e-ILP portal has already been operational since 2022. The latest decision expands this digital framework comprehensively across all categories of ILP issuance and is now in the final stages of implementation.
Mixed Reactions
While the move has been welcomed by many as a progressive step aligning with Digital India initiatives, some indigenous rights groups, including the ST Bachao Andolan Committee, have expressed concerns and demanded even stronger safeguards to protect the demographic and cultural identity of the state.
The state government has reiterated that the digital ILP, backed by stricter enforcement and monitoring, will better serve the interests of Arunachal’s indigenous communities by regulating the entry and movement of outsiders more effectively.
This reform marks a major milestone in Arunachal Pradesh’s governance journey, promising greater transparency, administrative efficiency, and security in one of India’s most strategically sensitive border states.
