India Shifts Security Focus: Northeast Insurgency Targeted for Elimination by 2029, Manipur First

New Delhi, May 2026 — Following landmark successes in containing Left Wing Extremism (LWE), the Indian government has redirected its internal security apparatus towards eradicating long-standing insurgencies in the Northeast, with an ambitious target of making the region free of insurgency by 2029. Manipur has been identified as the primary focus area for the initial phase of this strategic pivot.

The Centre’s decision comes after years of sustained operations that significantly weakened major Maoist outfits, including the Communist Party of India (Maoist), its armed wing — the People’s Liberation Guerrilla Army (PLGA) — and remnants of the Maoist Communist Centre. Through coordinated security campaigns, intelligence-led operations, development initiatives in affected districts, and deployment of specialised units like CoBRA, the number of LWE-affected districts has been reduced to a handful. This success has freed up Central Armed Police Forces (CAPF) and other resources for redeployment to other priority areas.

Renewed Push in the Northeast

The Northeast, long plagued by ethnic, tribal, and separatist insurgencies, will now receive heightened attention. While overall violence in the region has declined considerably since 2014 due to improved connectivity, economic opportunities, and multiple peace accords, pockets of unrest persist. Manipur, in particular, has witnessed a surge in ethnic tensions — notably the Kuki-Meitei clashes that erupted in 2023 — contributing to a significant share of Northeast-related security incidents in recent years.

The government’s 2029 deadline aims for a comprehensive resolution. Operations will begin in Manipur and subsequently extend to other affected states including Assam, Arunachal Pradesh, and Nagaland. Officials have indicated a phased approach, with redeployment of CAPF units and CoBRA battalions from former LWE zones expected after key events such as the 2026 West Bengal elections and the Amarnath Yatra.

Multi-Pronged Strategy

The new initiative combines kinetic operations with developmental and political measures:

  • Enhanced Security Operations: Intensified counter-insurgency actions supported by modern equipment, including mine-protected vehicles, improved intelligence sharing, and stricter anti-narcotics efforts to disrupt funding sources.
  • Peace Initiatives: Continued engagement with insurgent groups through tripartite talks and surrender-rehabilitation packages. Recent dialogues with Kuki-Zo factions signal this parallel track.
  • Development Integration: Greater focus on infrastructure, connectivity, and governance reforms to address underlying grievances related to ethnicity, land rights, and economic marginalisation.
  • Border Management: Strengthened vigil along the porous Myanmar border, which has served as a conduit for arms, cadres, and external linkages.

Challenges and Outlook

Northeast insurgencies are complex, often rooted in ethnic identities and historical demands for autonomy or sovereignty. Groups such as the PLA and UNLF in Manipur, ULFA factions in Assam, and various NSCN factions in Nagaland continue to engage in sporadic violence and extortion. Cross-border dynamics involving Myanmar’s instability add another layer of difficulty.

Security experts view the 2029 target as ambitious yet achievable, drawing parallels with past successes in Tripura and the overall decline in LWE. However, they emphasise that long-term peace will require not just military pressure but also inclusive political dialogue and responsive governance at the state level.

This strategic reorientation marks a significant evolution in India’s internal security policy. By building on the momentum gained against Left Wing Extremism, the Centre aims to bring lasting stability to a strategically vital region bordering multiple countries. Success could transform the Northeast into a hub of peace and economic prosperity, though sustained coordination between the Centre and state governments will be crucial in the coming years.
