Meghalaya Government Cracks Down on Unauthorized Bike Taxi Operations

Shillong: The Transport Department of Meghalaya has issued a firm warning that no bike taxi operator will be permitted to function in the state without obtaining the necessary government approvals and complying with the prescribed regulations.

In a recent statement, Commissioner and Secretary of the Transport Department, Sanjay Goyal, reiterated that both app-based aggregators and offline bike taxi services must secure proper permissions before commencing operations. The department has already initiated enforcement measures, including the closure of offices belonging to operators functioning without authorization.

District Transport Officers (DTOs) across the state have been directed to take strict legal action against any violators. The government has emphasized that illegal operations pose risks to passenger safety and undermine fair competition with traditional transport services.

To bring the sector under regulation, the Meghalaya government has notified several key rules:

  • Meghalaya Taxi Aggregator Operational Rules (for app-based platforms)
  • Meghalaya Rent a Motor Cycle Operational Rules, 2025
  • Meghalaya Rent a Motor Cab Operational Rules, 2025

These frameworks outline requirements related to vehicle fitness, driver licensing, insurance coverage, safety standards, and taxation.

The Transport Department has encouraged potential operators and entrepreneurs to register at their nearest DTO office, obtain the required permits, and ensure full compliance with all norms. Officials have highlighted that proper regulation will enhance passenger safety while providing a structured environment for the growth of bike taxi services, particularly beneficial for tourists and daily commuters.

This development aligns with similar regulatory efforts in other Indian states, where governments are balancing innovation in urban mobility with public safety and legal compliance.
