SHILLONG, June 21, 2026 — In a firm assertion of judicial oversight on critical infrastructure projects, the Meghalaya High Court has warned the Directorate General of Civil Aviation (DGCA) against further delays in granting safety clearances for the expansion of Shillong’s Umroi Airport. Highlighting the risk of cost escalations that would ultimately burden taxpayers, the court has urged swift action to prevent the long-awaited project from derailing.

This latest intervention comes as a much-needed boost for residents of Meghalaya, who have long grappled with limited air connectivity. The Umroi Airport, located about 30 km from Shillong, currently serves as the state’s primary aviation gateway but is constrained by its infrastructure, forcing many travelers to rely on Guwahati’s Lokpriya Gopinath Bordoloi International Airport.

During a recent hearing, the Division Bench comprising Chief Justice Revati Mohite Dere and Justice W. Diengdoh expressed deep concern over the bureaucratic bottlenecks. Advocate General A. Kumar apprised the court that the state government had successfully completed land exchanges with defence authorities, removing a major obstacle. Mozika clarified that safety documents were still undergoing vetting at the Airports Authority of India (AAI) headquarters before formal submission to the DGCA. The court has now directed the central government to expedite the process and furnish a comprehensive status report by June 30, 2026.

This period thoughtfully incorporates a three-month buffer to accommodate the heavy monsoon rains typical of the region.

Estimates for the overall investment vary, with the runway and allied works tendered around ₹119 crore earlier, while broader project costs, including associated infrastructure, are projected to approach ₹500 crore. Environmental clearances from the Union Ministry of Environment, Forest and Climate Change have already been secured, and land acquisition challenges—historically a major stumbling block—have seen substantial resolution through state efforts, including the handover of additional acres.
