Jharkhand’s Abandoned Coal Mines: The Stark Cautionary Tale Meghalaya Must Confront as It Eyes Mining Restart

Meghalaya stands at a critical crossroads. After more than a decade of restrictions following the National Green Tribunal’s 2014 ban on rat-hole mining, the state is actively pushing to resume coal extraction under a regulated “scientific” framework. Local communities in coal-rich areas like East Jaintia Hills have faced severe economic hardship, and political pressure is mounting for a practical revival that accommodates smaller miners. Yet Jharkhand’s experience with large-scale coal mining offers a sobering warning that Meghalaya’s policymakers and citizens would be wise to study carefully.

Jharkhand, home to India’s largest coal reserves, has lived the full cycle of extraction, closure, and abandonment. The results are not reassuring: defunct mines that continue to leak toxic gases, trigger land subsidence, and claim lives years or even decades after operations officially ended. As Meghalaya debates the right model for its own hills, Jharkhand’s abandoned coalfields serve as a living case study of what happens when closure and rehabilitation are treated as afterthoughts rather than core responsibilities.

Meghalaya’s Coal Legacy and the Current Push

Coal mining shaped the economy of Meghalaya’s Jaintia Hills for generations. The dominant method — rat-hole mining — involved narrow tunnels dug by hand, often by migrant labourers working in extremely dangerous conditions. While it provided livelihoods, it left behind a scarred landscape, polluted water sources, and a trail of accidents. The 2014 NGT ban, later upheld by the Supreme Court, halted legal operations on environmental and safety grounds. Illegal mining, however, persisted, with tragic consequences. In February 2026, a blast in an illegal mine in East Jaintia Hills killed more than 30 people, underscoring the ongoing human cost.

Since the ban, families dependent on coal have struggled. Many have demanded resumption, arguing that no viable alternatives have been developed. The state government has engaged with the Union Coal Ministry and Coal India Limited to bring Meghalaya into the national framework. Recent efforts focus on “scientific mining” — typically larger-scale, regulated operations with environmental clearances. However, stakeholders in East Jaintia Hills have protested that requirements such as a minimum 100-hectare lease area are unrealistic for small local operators. The government has acknowledged these concerns and is seeking central support to relax norms and adapt rules for Meghalaya’s thin coal seams, where open-cast methods may not be suitable.

The central question remains: even if mining restarts under better rules, what safeguards will prevent the creation of new abandoned mines that haunt future generations?

Jharkhand’s Abandoned Mines: A Continuing Crisis

Jharkhand’s story reveals the gap between policy on paper and reality on the ground. In the past year alone, at least seven incidents of gas leaks and land subsidence in defunct mines killed around 20 people. These are not relics of a distant past; many mines abandoned before 2009 still pose active threats.

In Dhanbad, India’s coal capital, underground fires in the Jharia coalfield have burned since 1916. The resulting subsidence has swallowed homes, shops, and roads. In late 2025, carbon monoxide from an abandoned mine seeped into homes, killing Surendra Singh on New Year’s Eve and his neighbour Priyanka Devi weeks earlier. Similar tragedies occur regularly. Mines that were supposed to be scientifically closed remain only partially sealed, allowing water to accumulate, soil to loosen, and gases to escape.

Government guidelines since 2009 (revised in 2013, 2020, and 2022) require mining companies to prepare detailed closure plans covering physical backfilling, biological reclamation, water and air quality management, and worker rehabilitation. Yet enforcement has been weak. Companies often prefer to leave mines in a “discontinued” state rather than fully close them, keeping future extraction options open at lower immediate cost. An internal Ministry of Coal assessment in 2025 found that closure plans for 147 mines targeted for closure by 2028 frequently overlooked broader socio-economic impacts on surrounding communities.

The Human and Environmental Toll

The human cost extends beyond immediate accidents. Communities living near abandoned mines face chronic health issues from dust and pollution. Relocation efforts under plans like the Jharia Master Plan have been incomplete; many families refuse to move to distant townships lacking jobs, proper sanitation, or transport. Livelihoods tied to mining disappear without meaningful alternatives, turning former mining areas into pockets of poverty and resentment.

Environmentally, the damage is profound. Opencast mines leave massive craters and unstable overburden dumps that can slide or erode. Underground mines, if not properly backfilled, cause subsidence that destroys agricultural land and infrastructure. Acid mine drainage and heavy metal contamination can pollute rivers and groundwater for decades. Even celebrated reclamation projects fall short. At Piparwar, once Jharkhand’s largest opencast mine (closed around 2020), plantations now cover a portion of the 1,120-hectare site, and a small eco-park exists. Yet local tribal residents report that the planted trees are of little use compared to the native species that once provided medicine, fruit, fodder, and firewood. Adjacent mining continues, and plans for underground extraction beneath the reclaimed area have locals anxious about renewed instability.

These failures are not unique to Jharkhand. They reflect systemic issues in mine closure across India: insufficient escrow funds for proper reclamation, lack of independent monitoring, and limited community involvement in planning what happens after coal is gone.

Why Scientific Mining Is Not a Complete Solution

Advocates of restarting mining in Meghalaya argue that regulated, scientific operations will avoid the worst excesses of the rat-hole era. This is partly true — modern techniques, environmental impact assessments, and monitoring can reduce immediate harm. However, Jharkhand demonstrates that “scientific” does not automatically mean sustainable or safe in the long term.

Even well-planned mines eventually exhaust their reserves. Without ironclad closure protocols, financial guarantees, and genuine rehabilitation, they risk becoming tomorrow’s abandoned hazards. Meghalaya’s hilly terrain, thin seams, and community land ownership patterns add extra complexity. Large-scale open-cast methods may prove impractical or excessively damaging in many areas. Smaller, carefully managed operations could be more suitable, but they require tailored regulations that still enforce high standards for safety and eventual restoration.

Moreover, restarting mining without parallel investments in economic diversification risks repeating the cycle of boom and bust. Coal provides short-term income but does not build resilient local economies. Post-ban hardship in Meghalaya shows the danger of over-reliance; the same communities could face even greater difficulty when seams run out if no alternatives exist.

Lessons Meghalaya Should Take to Heart

Jharkhand’s experience points to several clear priorities:

  • Robust Closure Planning from Day One: Every mining approval must include a detailed, funded, and independently verified closure plan. Partial sealing is not enough. Backfilling, slope stabilisation, and long-term monitoring should be non-negotiable.
  • Meaningful Community Participation: Locals must have a real voice in decisions about mine design, operation, closure, and post-mining land use. This includes reskilling programmes and support for alternative livelihoods suited to Meghalaya’s context — agriculture, horticulture, tourism, or renewable energy.
  • Realistic Standards for Local Conditions: One-size-fits-all central rules may not fit Meghalaya’s landscape or small-scale operators. The state’s push for policy flexibility is reasonable, provided it does not dilute core safety and environmental requirements.
  • Just Transition Thinking: Coal-dependent regions need proactive planning for life after mining. This involves investing in education, infrastructure, and new economic sectors before reserves decline, rather than reacting after closures create ghost towns or abandoned wastelands.
  • Strong Enforcement and Transparency: Regular audits, public reporting of closure progress, and penalties for non-compliance are essential. Abandoned mines should not become sites for illegal re-entry or dumping.

A Responsible Path Forward

Coal has been both a blessing and a curse for many regions. Meghalaya has the opportunity to learn from Jharkhand’s painful lessons rather than repeat them. Restarting mining can bring much-needed economic relief, but only if it is paired with uncompromising standards for safety, environmental protection, and long-term community wellbeing.

The hills of Meghalaya are not just sources of coal; they are home, heritage, and the foundation of future generations. Treating mine closure and rehabilitation as central to any mining policy — not optional extras — is the difference between short-term gains and sustainable prosperity. Jharkhand’s abandoned mines stand as silent but powerful testimony: once the coal is gone and the companies move on, the land and the people remain. Meghalaya must ensure its own story ends differently.
