Mizoram’s First Four-Star Hotel: Hotel Polo Towers to Redevelop Chaltlang Tourist Lodge in Landmark PPP Deal

In a significant boost to Mizoram’s tourism infrastructure, Shillong-headquartered Hotel Polo Towers Ltd. has secured the rights to develop the state’s first four-star hotel. The company signed a concession agreement with the Government of Mizoram on July 7, 2026, to redevelop the existing Chaltlang Tourist Lodge in Aizawl under a Public-Private Partnership (PPP) model. This marks a major milestone for the hospitality sector in Mizoram, which currently lacks any four-star or higher-category hotel.

The project will transform the aging state-owned lodge into a modern premium property featuring at least 60 rooms (with scope to expand to 100 rooms), a 24-hour multi-cuisine coffee shop, a specialty restaurant, a lounge, and an executive health club with gym and spa facilities. Designed to four-star standards, the hotel will have the flexibility to be upgraded to five-star status in the future.

Project Scope and Key Terms

The agreement follows the Design, Build, Finance, Maintain, Operate, Manage and Transfer (DBFMOMT) model. Hotel Polo Towers Ltd. will be responsible for every stage — from design and construction to long-term operation and maintenance — for an initial concession period of 30 years, with the option to extend by two additional 10-year terms.

The land will remain under government ownership. The site is expected to be handed over to the company within 45 days of the signing. Construction is anticipated to begin shortly thereafter, bringing modern hospitality infrastructure to the heart of Aizawl.

This is not just another hotel project. It represents the first time Mizoram will have a branded, professionally managed four-star property capable of attracting higher-spending leisure and business travelers who currently bypass the state due to limited quality accommodation options.

The Existing Chaltlang Tourist Lodge

The Chaltlang Tourist Lodge, established in 1986, has long served as a government-run accommodation option in Aizawl. Located in the prime Chaltlang area (Mualveng), it offers 41 rooms plus a 12-bed dormitory and a banquet hall. Guests have appreciated its peaceful setting with views of misty rolling hills and proximity to key city landmarks such as Bara Bazar and the State Museum.

While the lodge has provided basic, clean, and affordable stays with amenities like Wi-Fi, parking, and television, it has not kept pace with evolving traveler expectations. Many visitors and tourism stakeholders have long noted the need for upgraded facilities to match Mizoram’s growing appeal as an offbeat destination.

The redevelopment will replace this functional but dated property with a contemporary hotel that meets international standards while retaining the scenic advantages of the location.

Hotel Polo Towers Ltd. brings substantial experience and credibility to the project. Incorporated in 1986 (originally as Tibrewal Holdings Private Limited), the company opened its flagship Hotel Polo Towers in Shillong in 1991. Over more than three decades, it has grown into one of the largest hotel groups in Northeast India, operating multiple properties across Meghalaya, Tripura, Nagaland, and beyond.

Key properties include the iconic Polo Towers in Shillong, Polo Resort in Cherrapunji (Sohra), Polo Hotel in Agartala, Polo Hotel in Kohima, and the Polo Floatel in Kolkata. The group has also expanded through strategic partnerships, including other PPP projects with state governments and Indian Railways.

Led by the Tibrewalla family — Chairman Kishan Tibrewalla, CEO Deval Tibrewalla, and CFO Prashant Gupta (who signed the Mizoram agreement on behalf of the company) — Polo Hotels emphasizes sustainable practices, authentic local experiences, and responsible growth. The group is known for blending modern comforts with the natural and cultural richness of the Northeast.

Mizoram’s Tourism Surge and Growing Potential

Mizoram has witnessed impressive tourism growth in recent years. Tourist arrivals nearly doubled from approximately 4.27 lakh in 2024 to over 8.41 lakh in 2025, with the combined figure for 2024-25 exceeding 12.68 lakh visitors. The majority are domestic travelers, though foreign arrivals are also rising.

A major catalyst has been the inauguration of the Bairabi-Sairang railway line in September 2025, which significantly improved connectivity to the state. The government has been actively promoting tourism through a dedicated calendar of events, including the popular Cherry Blossom (Tlaizawng) festival, and investing heavily in infrastructure under schemes like Swadesh Darshan 2.0 and PRASHAD. Projects worth over ₹395 crore are underway, covering eco-resorts, ropeways, heritage centers, and the development of 100 rural homestays.

Despite this momentum, the absence of quality star-category hotels in Aizawl has been a persistent gap. Premium travelers often prefer nearby destinations or limit their stay duration. The new Polo Towers hotel is expected to help close this gap, enabling longer stays, higher per-visitor spending, and better overall experiences.

However, the state government’s proactive approach through PPP frameworks, combined with improving connectivity and a clear policy push for tourism, provides a strong foundation.
