Uncovering the Hidden Issues of the F-35
The F-35 Lightning II stands as the most expensive military program ever undertaken, with total lifecycle costs exceeding $1.7 trillion. Designed as the ultimate multirole stealth fighter, it promised revolutionary sensor fusion, low observability, and dominance across air, land, and sea missions. Yet nearly two decades into production, the jet remains plagued by persistent delays, soaring sustainment costs, critically low readiness rates, and complex maintenance demands that continue to limit its real-world effectiveness.
These challenges are extensively documented in Government Accountability Office (GAO) reports and Pentagon evaluations. While the F-35 has achieved impressive production numbers and international sales, its operational shortcomings raise serious questions about whether it can deliver on its original promises in a high-intensity conflict.
Cost Overruns and Operating Expenses
Acquisition costs have moderated in recent production lots, with F-35A flyaway prices hovering around $80–100 million. However, the true financial burden lies in operating and support costs. In 2026, the F-35A’s cost per flight hour sits between $34,000 and $42,000 — well above the Pentagon’s long-standing $25,000 target.
Lifetime sustainment estimates have climbed dramatically. A 2024 GAO assessment increased projections from $1.1 trillion to $1.58 trillion through 2088. One major driver is reduced flying hours. The fleet now averages roughly 195 hours per aircraft annually — far below original targets of 250–300 hours — largely due to maintenance and reliability constraints. Flying fewer hours lowers immediate wear but does not solve underlying problems and still requires enormous investment in parts, depots, and contractor support.
The program’s extreme complexity — advanced stealth materials, millions of lines of software code, and a global supply chain — makes every flight hour significantly more expensive than legacy fighters.
The TR-3 and Block 4 Upgrade Crisis
The most pressing technical failure involves the Technology Refresh 3 (TR-3) hardware and software package required for the Block 4 modernization.
Originally scheduled for completion by 2026, Block 4 has slipped to 2031 at the earliest — a delay of at least five years. The effort is already more than $6 billion over budget. TR-3-equipped combat-capable aircraft only began arriving in 2026, three years behind schedule.
Every F-35 delivered in 2024 arrived late, averaging 238 days behind schedule, primarily due to TR-3 integration issues and parts shortages. Production lines faced thousands of missing components, forcing dozens of jets into storage. The Pentagon has since scaled back Block 4 ambitions, deferring capabilities that demand more power and cooling than the current engine can provide without accelerated wear.
This has created a bifurcated fleet: many newer aircraft operate with limited interim software suitable only for training, while full combat capability remains delayed for years.
Alarmingly Low Readiness Rates
Perhaps the most concerning revelation comes from recent GAO analysis of fiscal year 2025 data. Fleet-wide full mission-capable rates stood at just 24.6% — down from 38.1% in 2021. The U.S. Air Force F-35A variant performed particularly poorly at 28.5% full mission-capable, against a service goal of 65%.
Aircraft frequently sit idle due to spare parts shortages, software problems tied to TR-3 upgrades, and corrosion. These rates lag behind many older legacy fighters. The services now plan to spend $13.7 billion over five years to address sustainment shortfalls, including expanded depot capacity and better parts availability.
Newly delivered jets often cannot fly combat missions immediately, and some units have resorted to cannibalizing parts from other aircraft to keep a smaller number flying.
Maintenance Nightmares: Parts, Coatings, and Complexity
Sustainment challenges extend far beyond software. The F-35’s low-observable stealth coatings are highly sensitive. Environmental exposure — salt air on carriers, humidity, dust, jet exhaust, and even supersonic flight — causes discoloration, degradation, and structural stress. Repairs are complex and time-consuming; advanced work frequently requires direct involvement from Lockheed Martin rather than military or partner-nation maintainers.
Spare parts shortages have plagued the program since early production and remain acute. Critical components such as canopies and stealth-related materials face long lead times. The introduction of new aircraft configurations only adds technical complexity to an already strained global support system.
Corrosion has emerged as a growing contributor to downtime, particularly for aircraft operating in harsh maritime or tropical environments.
Engine and Power Limitations
The Pratt & Whitney F135 engine performs adequately for current missions but struggles with Block 4 demands. Additional power and cooling requirements force the engine to operate beyond original design limits, shortening its service life and increasing maintenance frequency. A planned Engine Core Upgrade will not arrive until the early 2030s, forcing further delays or descoping of promised capabilities.
Impact on Allies and Broader Strategy
These problems affect more than the U.S. military. International partners including the UK, Italy, Norway, Finland, Japan, and Australia face delayed deliveries, higher upgrade costs, and fleets that cannot immediately access the full promised performance. Some allies have seen operational tempo constrained while awaiting TR-3 aircraft and supporting infrastructure.
Strategically, low readiness and slow modernization timelines undermine the F-35’s value as a deterrent. In a potential conflict with a peer adversary, the ability to generate sufficient combat sorties quickly will be critical. The jet’s sensor fusion and stealth remain world-class, but persistent sustainment shortfalls risk turning it into an expensive platform that spends too much time on the ground.
The U.S. and partners are already investing in Collaborative Combat Aircraft and other systems partly to offset fighter quantity and availability gaps.
The F-35’s issues stem from familiar defense acquisition problems: requirements growth, concurrent development and production, optimistic timelines, and chronic underinvestment in sustainment infrastructure. Many of these shortcomings were flagged years ago by oversight bodies, yet they continue to constrain the program.
Progress has occurred — unit costs have improved from early peaks, and TR-3 aircraft are finally entering service. The Pentagon has adjusted Block 4 scope to something more realistic. Nevertheless, the gap between original promises and current performance remains substantial.
For the United States and its allies, the F-35 remains indispensable in the near term. No alternative offers comparable stealth and sensor integration. However, without major improvements in readiness, parts availability, and upgrade delivery, the program risks delivering far less combat power than its enormous price tag suggests. The coming years will determine whether these hidden issues can finally be resolved or whether they will define the jet’s legacy.
