
Assam is preparing for a transformative shift in urban mobility. In the state’s Budget 2026-27, presented on July 10, the government announced plans for a comprehensive feasibility study of a metro rail and regional commuter rail system running along the proposed 121-kilometre Guwahati Ring Road. Chief Minister Himanta Biswa Sarma has described the initiative as Vision 2.0 for Guwahati’s public transport — a deliberate move away from conventional intra-city metro concepts toward a circular, regional transit grid designed to connect the capital with surrounding districts and satellite towns.
Finance Minister Jayanta Malla Baruah told the Assembly that the government would commission a detailed study to examine the technical, financial and operational viability of building a mass rapid transit corridor over or alongside the Ring Road. The project aims to ease chronic traffic congestion inside Guwahati, support planned urban expansion beyond the existing city limits, and allow people living in nearby towns to commute into the city without adding pressure on its housing market or road network.
The 121-km Ring Road Foundation
The metro proposal is inseparable from the Guwahati Ring Road, one of Assam’s most ambitious infrastructure projects. The 121-km corridor includes a 55-km greenfield northern bypass, a three-kilometre six-lane bridge across the Brahmaputra River, and the widening of National Highway-27 to six lanes. The state has allocated ₹4,954 crore for the Ring Road in the current budget. Officials believe that planning the metro at the same time as the road will create a truly multimodal transport system rather than forcing rail infrastructure into an already congested urban core later.
Once complete, the Ring Road is expected to divert long-distance traffic away from Guwahati’s narrow streets. Integrating elevated or at-grade metro tracks along the same alignment could turn the corridor into a high-capacity transit spine linking areas such as Baihata Chariali, Sipajhar, Nalbari and the airport with different parts of the greater Guwahati region.
Why Regional Connectivity Over City Metro
Chief Minister Sarma has been explicit about the philosophy behind the new plan. He ruled out a traditional metro running through the heart of Guwahati, arguing that the city is too compact for such a system to be viable. “There cannot be a metro within Guwahati because it is a very small city. It will never be feasible for those thinking of using a metro from Maligaon to Bharalumukh,” he said. Instead, the focus is on enabling someone travelling from Nalbari to board a metro at Baihata Chariali and reach Guwahati quickly.
Sarma credited Prime Minister Narendra Modi with advising the state to plan a metro network across the four corners of the proposed Ring Road. The Chief Minister further explained that the goal is not short hops between Chandmari and Guwahati Club or Ganeshguri and Ulubari, but a system that allows rapid travel from peripheral locations into the city and between emerging satellite townships. This approach, he argued, will reduce pressure on Guwahati’s core areas, promote planned development on the outskirts, and help protect the city’s hills from unregulated encroachment.
The government also intends to engage the Delhi Metro Rail Corporation (DMRC) to prepare the project report and structural feasibility framework once the initial study is complete. Sarma has expressed confidence that funding will not be a major obstacle once a solid Detailed Project Report is ready.
Lessons from Earlier Attempts
This is not Guwahati’s first brush with metro planning. Discussions began in earnest around 2012-13 under the previous Congress government. In 2014, RITES was awarded the contract to prepare a feasibility report and Detailed Project Report. The 2016 DPR envisaged a 61.4-km network with four corridors, some elevated and some underground. A Special Purpose Vehicle, Guwahati Metro Rail Corporation Limited, was notified, and the state cabinet later suggested additional corridors linking the airport and AIIMS. Despite these efforts, the project never moved into construction and remained stuck at the planning stage.
The current proposal represents a clear break from that earlier model. Instead of trying to force a dense urban metro into a city constrained by hills, the Brahmaputra and limited road width, the new vision treats the Ring Road as the primary spine and prioritises regional reach. Officials believe this will better serve Guwahati’s actual growth pattern, which is increasingly spilling outward rather than intensifying within the old municipal limits.
Expected Benefits and Broader Impact
If the feasibility study is favourable and the project proceeds, the benefits could be substantial. Daily commuters from surrounding districts would gain a reliable alternative to buses and private vehicles, cutting travel times and reducing the number of cars entering the city each morning. Housing pressure inside Guwahati could ease as more people find it practical to live in planned satellite areas while working in the capital. Businesses and institutions on the periphery would become more accessible, supporting more balanced economic development across the metropolitan region.
The circular nature of the network also opens the possibility of eventual expansion into a true regional rail system serving larger parts of lower Assam. Combined with other major projects announced in the same budget — including high-speed road corridors and improved river bridges — the metro could form part of a wider connectivity upgrade for the entire Northeast.
Environmental and social considerations are equally important. By encouraging development beyond the existing urban core, the plan may help reduce pressure on Guwahati’s sensitive hill slopes and wetlands. A modern mass transit system would also contribute to lower vehicle emissions in a city that already struggles with air quality and traffic-related stress.
Challenges Ahead
Significant hurdles remain. The Brahmaputra floodplain and hilly terrain will demand careful engineering, especially for any elevated sections and the major river crossing. Cost estimates for a 121-km system will be high, even if construction is phased. Land acquisition, environmental clearances, and coordination between road and rail agencies will require sustained administrative focus. The feasibility study must also realistically assess ridership potential in a region where private vehicle ownership is rising rapidly.
Nevertheless, the political commitment appears strong. By embedding the metro concept within the larger Ring Road project and securing high-level endorsement, the Assam government has given the idea a clearer path forward than previous attempts enjoyed.
The current proposal remains at an early stage. No Detailed Project Report has been finalised, and construction timelines have not been announced. Yet the shift in approach — from a city-centric metro to a 121-km circular regional transit grid — marks a significant evolution in how Assam is thinking about Guwahati’s long-term growth.
If successfully executed, the project would make Guwahati the first city in Northeast India with a modern metro and regional rail network of this scale. More importantly, it could set a template for other mid-sized Indian cities that face similar constraints of geography, rapid outward expansion and limited road space. For residents of Guwahati and the surrounding districts, the promise is straightforward: easier daily commuting, less congestion, more housing options, and a city that grows in a planned rather than chaotic manner.
Vision 2.0 is still on the drawing board, but the direction is now clear. Assam is betting that the future of Guwahati’s mobility lies not in squeezing more metro lines into its crowded core, but in building a circular transit system that links the city with the wider region that already depends on it.
