The drone lesson India must learn from the Gulf war

The US-Iran conflict of 2025-26 has delivered one of the clearest strategic warnings of the decade. A weaker military, relying on cheap one-way attack drones, forced the world’s most powerful armed forces into an unsustainable cost spiral. The United States shot down the overwhelming majority of the incoming drones. Yet the numbers show that tactical success masked a deeper strategic problem. India cannot treat this episode as a distant Middle Eastern drama. The same dynamics already shape the threat environment along its own borders.

The arithmetic of attrition

Iran launched approximately 4,400 one-way attack drones against American and allied bases across the Gulf. Roughly 90 per cent were intercepted. Conventional military metrics would call that a decisive defensive performance. The economics tell a different story.

Each Iranian drone cost between $20,000 and $50,000. Many of the American interceptors fired against them cost around $4 million. The cost ratio frequently ran between 100-to-1 and 230-to-1 in Iran’s favour. In the first 16 days of intensive operations, the United States burned through more than two years of planned interceptor production. By April 2026, roughly half the Patriot stockpile allocated to the region had been expended. CENTCOM’s expenditure exceeded $3 billion in six months.

This is not a new pattern in military history. Every major shift in doctrine has followed the same sequence: a weaker actor demonstrates that an expensive platform can be neutralised by a cheaper alternative; the dominant power initially resists the lesson; eventually it is forced to adopt a version of the cheaper weapon itself. The Gulf conflict compressed that cycle into less than 18 months. The cheap drone swarm has become the infantry mass of the twenty-first century.

What the ten per cent achieved

Even the minority of drones that penetrated the defences inflicted meaningful damage. One struck the US embassy compound in Riyadh. A March 2026 strike at Prince Sultan Air Base destroyed an E-3 Sentry AWACS aircraft valued at approximately $270 million. Command centres at Al Udeid in Qatar, fuel depots across Saudi Arabia, and radar installations in Jordan were hit. Commercial satellite imagery analysed by the Washington Post showed that Iranian drones and missiles damaged or destroyed at least 228 structures across 15 US military sites.

Official American statements described the damage as light and non-disruptive. The more important effect was systemic. The densest layered air-defence network ever assembled — combining Patriot, THAAD, Iron Dome and directed-energy systems — still possessed finite capacity when confronted with sustained volume. High interception rates become strategically irrelevant if the defender’s magazines empty faster than they can be replenished and if the attacker can keep launching.

The United States itself provided the clearest admission of the problem. The Pentagon developed LUCAS, the Low-cost Uncrewed Combat Attack System, a near-copy of Iran’s Shahed design, at roughly $35,000 per unit. Senior commanders described it as indispensable. The subsequent defence budget request included the largest single-year increase in American history for both drones and counter-drone systems. America was forced to copy the weapon that had worked against it.

India’s immediate exposure

This is not a remote lesson. China maintains one of the world’s most advanced and best-funded drone programmes and has transferred technology to Pakistan for years. During Operation Sindoor in May 2025, Pakistan launched between 300 and 400 drones against 36 Indian locations in a single night. Indian forces intercepted the great majority. That was an operational success. The harder test is sustainability. The Gulf experience demonstrated that intercepting one night of drones is different from sustaining the same tempo for weeks without exhausting stocks or budgets.

India’s current interceptor inventories and production rates would face the same pressure the United States encountered. High-end systems such as the S-400 and indigenous missile defences remain essential. They cannot, however, serve as the sole or even primary answer to massed low-cost drone attacks. The cost asymmetry structurally favours the attacker unless the defender fields cheap counter-drone options at scale.

India already possesses useful building blocks. The iDEX innovation framework has produced combat-tested systems including Nagastra-1, SkyStriker and others that saw operational use during Operation Sindoor. Indian engineers, startups and manufacturing capacity exist. What is still missing is the institutional decision to treat large numbers of affordable offensive drones and equally affordable counter-drone systems as a central defence priority for the remainder of this decade.

The required shift in priorities

Strategic effectiveness in this domain does not come from owning a limited number of sophisticated platforms reserved for high-value missions. It comes from possessing hundreds or thousands of systems whose individual cost is low enough that continuous replacement remains viable. Attrition must be sustainable.

Counter-drone capability is equally urgent. Directed-energy weapons, electronic warfare and jamming systems, and low-cost interceptor drones are all significantly cheaper than conventional surface-to-air missiles. The United States is now racing to expand these options. India should move on the same timeline rather than lag years behind.

Prestigious acquisitions of advanced fighters, capital ships or long-range missiles will continue to claim large shares of the defence budget. Those programmes should not crowd out the more prosaic but decisive requirement for cheap mass. Iran’s model succeeded because the drones were cheap enough to keep launching, numerous enough to exhaust the defender, and accurate enough to matter. Every major analytical institution that examined the conflict — Carnegie, CSIS, CFR and others — reached the same conclusion: tactical success for the United States came at a strategic cost that remains unresolved.

Time is the scarce resource

India has the human capital, the industrial base and the innovation mechanisms required. The remaining gap is prioritisation. Treating cheap offensive drones and cheap counter-drone systems as secondary or follow-on efforts after more glamorous acquisitions would be a costly misreading of recent experience. The Gulf conflict has supplied the lesson at no direct price to India. Ignoring it would impose a price that is both predictable and avoidable.

The central requirement is straightforward. Build volume. Drive unit costs down. Integrate offensive and defensive drone capabilities into the force structure as a core rather than peripheral element. Do it now, while the strategic environment still allows deliberate preparation rather than crisis improvisation.
