China’s Highways Now Charge Cars While They Drive: The Free-Flow Revolution of 2026

China’s vast expressway network is undergoing one of its most significant operational shifts in years. Drivers no longer need to slow down or stop at every toll plaza for the system to calculate and collect fees. Instead, overhead gantries, cameras, satellite positioning, and electronic readers track vehicles as they travel, applying charges in real time based on the exact path taken. In short, the highways now charge cars while they are driving.

This evolution builds on the earlier removal of provincial boundary toll stations, which created a single national “one network” of expressways. The current phase focuses on making that network faster, more precise, and less dependent on physical barriers. By mid-2026, the changes are already visible to millions of daily users.

How Charging While Driving Works

The backbone of the new approach is a dense network of ETC gantries installed along the mainlines. These structures combine RFID readers for vehicles equipped with electronic tags, high-resolution cameras for automatic number-plate recognition, and Beidou satellite data for location verification. As a car passes under a gantry, the system records the vehicle’s identity, class, and position. Multiple gantries along a route create a continuous digital trail.

Fees are calculated segment by segment rather than as a single entry-to-exit estimate. This “door-frame style” precise billing replaced the older practice of defaulting to the longest possible route between two points. Drivers who take shorter or less congested paths now pay only for the distance they actually cover. Bills list each segment clearly, reducing disputes and increasing transparency.

A new national standard that took effect in early 2026 formally recognizes free-flow electronic toll collection methods alongside traditional plaza-based systems. Free-flow means vehicles can maintain highway speeds without stopping, while the infrastructure handles identification and charging in the background. Multi-lane free-flow pilots have expanded on key corridors such as sections of the Beijing–Shanghai and Beijing–Hong Kong–Macao expressways, removing barriers entirely in selected areas.

Major Reforms Implemented in 2026

Several coordinated changes took effect or accelerated during the year. From 1 May 2026, nationwide rules ended the long-standing “farthest-path default” calculation. All charging expressways, bridges, and tunnels switched to actual-path segmented billing. Officials from the Ministry of Transport, National Development and Reform Commission, and Ministry of Finance confirmed that base rates themselves would not rise. Existing per-kilometre charges, vehicle classifications, and bridge or tunnel surcharges remained in place.

One practical win for families came with the reclassification of non-commercial eight- and nine-seat passenger vehicles under six metres in length. These vehicles, common as family MPVs, moved into the same Class 1 category as ordinary cars. On many routes this reduced their toll rates by roughly one-third to one-half compared with the previous Class 2 rates.

Payment options also expanded. The “phone+” no-card convenient passage system allows drivers to bind their licence plate and a payment method through official mini-programs or apps linked to WeChat, Alipay, or provincial platforms. Once registered, the system recognises the plate at entry and exit. No physical card is issued or returned, and no ETC hardware is required. Even if the phone loses signal, billing continues in the background and a detailed statement arrives later.

Sichuan became one of the first provinces to roll the system out province-wide in late July 2026 with its “Easy Travel Shu Road” mini-program. Vehicles can enter artificial lanes without taking a card; the barrier lifts after plate recognition. At exit, automatic deduction or a quick scan completes the transaction, often in two to four seconds. Similar pilots in Chongqing, Jiangsu, and other regions are scheduled to cover major artificial lanes by the end of the year. Authorities emphasise that the phone option supplements rather than replaces ETC, which continues to offer a standard five-percent discount.

Holiday free-toll policies for seven-seat and smaller non-commercial passenger cars remain unchanged, covering the usual Spring Festival, Qingming, Labour Day, and National Day periods for a total of about 24 days. Some permanent free sections have also been added on selected urban or airport routes.

Benefits and Practical Impact

The most immediate benefit is smoother traffic flow. Traditional plazas often created bottlenecks, especially during peak hours and holidays. Free-flow and quasi-free-flow lanes keep vehicles moving at higher average speeds, cutting fuel use and emissions from idling. For frequent drivers, the combination of actual-path billing and the ETC discount produces measurable savings on longer journeys.

Transparency has improved. Detailed electronic bills allow users to see exactly which segments generated each charge. Dispute resolution is faster because gantry records include timestamped images and location data. Truck operators gain from non-stop weighing systems on some routes, which combine weight detection with billing as the vehicle passes a gantry.

China’s expressway network now exceeds 177,000 kilometres, the longest in the world. Keeping such a system efficient while funding maintenance and new construction is a constant challenge. The shift toward continuous electronic charging supports better data collection for traffic management, safety monitoring, and future vehicle-to-infrastructure applications.

Challenges and the Wider Context

Not every change has been universally welcomed. The rapid rise of new-energy vehicles has reduced fuel-tax revenue, the traditional source of road maintenance funding. In response, several provinces have restarted or expanded tolls on ordinary national and provincial highways. Drivers of conventional cars sometimes argue that electric vehicles, which cause similar road wear, contribute less under the current system. Industry voices have called for mileage- or weight-based road-use taxes that treat all vehicles more evenly, possibly using the same Beidou and vehicle-monitoring platforms already in place.

Implementation remains uneven. Remote sections still rely more heavily on conventional plazas, and full removal of physical stations is a longer-term goal rather than an immediate reality. Data security and accurate identification of temporary or special vehicles continue to require careful management. Authorities stress that privacy protections and encrypted transmission are built into the phone+ platforms.

The direction of travel is clear. China is moving from a network of discrete toll plazas toward a continuous, sensor-rich system that treats the highway itself as the charging point. Gantry infrastructure is being upgraded from simple toll terminals into multi-purpose sensing nodes that can support traffic monitoring, incident detection, and eventually cooperative vehicle-road-cloud services.

For ordinary drivers the practical advice is straightforward: keep an ETC device if you travel frequently for the discount, or register a phone+ account for flexibility; check provincial highway apps for local rules; and review itemised bills after each trip. The era of stopping, taking a card, and guessing at the final charge is steadily giving way to a quieter process in which the road simply records the journey and applies the corresponding fee.

As more provinces complete their free-flow and phone+ roll-outs, the experience of driving on Chinese expressways will feel increasingly seamless. Charging cars while they drive is no longer an experimental concept. In 2026 it has become the new normal across large parts of the national network.
