Iran War Severely Depletes US Critical Munitions Stockpiles, Creating Years-Long Vulnerability Window
Five months into the conflict with Iran, the United States military faces a stark reality: its inventories of the most advanced and expensive precision munitions and air-defense interceptors have been heavily drawn down. What began as a rapid campaign of strikes in late February 2026 has evolved into a protracted engagement that has burned through years’ worth of carefully accumulated stocks in a matter of weeks and months. Independent analyses, particularly from the Center for Strategic and International Studies (CSIS), warn that while the United States retains enough weapons for plausible scenarios against Iran, the depletion has opened a dangerous window of vulnerability for other potential conflicts—most notably a high-intensity fight in the Western Pacific against China.
The war, often referred to under the operational name Epic Fury, opened with an intense air and missile campaign. In the first days and weeks, US and Israeli forces struck thousands of targets across Iran, relying heavily on long-range standoff weapons designed for peer competitors. Early estimates indicated that coalition forces expended more than 5,000 munitions in the opening 96 hours alone, at a replacement cost of $10–16 billion. By the time an initial ceasefire took hold in early April after roughly 39 days of major combat, the toll on high-end systems was already severe. Fighting has since resumed intermittently, further eroding remaining stocks as of late July 2026.
The Scale of the Drawdown
CSIS researchers, drawing on public budget documents, historical procurement data, and open-source reporting, have tracked seven critical munitions systems most relevant both to the Iran campaign and to any future conflict with China. For several of these, the United States may have expended half or more of its pre-war inventory during the initial phase of operations.
Tomahawk land-attack cruise missiles stand out. More than 1,000 were fired—roughly ten times the average annual procurement rate of recent years and about one-third of the estimated pre-war stockpile of around 3,000. Each missile costs approximately $2.6 million. Joint Air-to-Surface Standoff Missiles (JASSM), another long-range precision weapon, saw similarly heavy use, with more than 1,000 expended in some estimates.
Air and missile defense systems have faced even greater pressure. Patriot interceptors—particularly the advanced PAC-3 MSE variants—have been among the most heavily used. Pre-war inventories of modern variants were estimated at roughly 2,200 to 2,330. By the April ceasefire, more than 1,000 had been fired; recent fighting has driven remaining stocks below 827 in CSIS’s latest assessment, representing a reduction of at least 60 percent from pre-war levels. Each interceptor costs around $4 million. Terminal High Altitude Area Defense (THAAD) interceptors, already limited before the war (pre-war estimates ranged from 360 to 452), saw 190–290 expended in the early phase. Current remaining stocks are estimated at fewer than 278. These systems have been essential for protecting US bases, ships, and regional partners from Iranian ballistic missiles and drones.
Other systems, including Precision Strike Missiles (PrSM), SM-3 and SM-6 ship-based interceptors, and ATACMS, have also seen substantial drawdowns. In some cases, commanders have reportedly begun allowing certain lower-priority threats to “leak” through defenses in order to conserve the most scarce interceptors for the highest-value targets. This tactical adjustment itself signals the strain on inventories.
The financial cost has been enormous. Independent assessments put munitions expenditures in the first weeks alone in the billions of dollars, with overall war-related munitions costs running into the tens of billions. Early official briefings indicated $5.6 billion in munitions used in just the first two days.
Strategic Consequences Beyond the Middle East
The most serious concern is not that the United States will run out of weapons for the current fight against Iran. Analysts generally agree that enough lower-end and alternative munitions remain available to sustain operations under most plausible scenarios, especially as forces have shifted toward more plentiful direct-attack weapons after the opening phase. The deeper problem is the opportunity cost for other theaters.
Many of the depleted systems—Tomahawks, JASSMs, Patriots, and THAAD—are precisely those the US military would rely on most heavily in a conflict with China over Taiwan or in the broader Indo-Pacific. Pre-war stockpiles were already widely judged insufficient for a high-intensity peer fight. The Iran campaign has made that shortfall more acute. Transfers of munitions and systems from Asia-Pacific and European commands to the Middle East have further reduced readiness elsewhere. Deliveries or transfers to allies, including systems intended for Ukraine or partners in East Asia, have faced delays or suspensions as US needs took priority.
Mark Cancian, a retired Marine Corps colonel and CSIS senior adviser who has led much of the public analysis, has described the situation as creating a “window of vulnerability.” Rebuilding even to pre-war levels will take time, and expanding inventories to the levels war planners prefer will take longer still.
The Hard Reality of Replenishment
Manufacturing these weapons is complex, slow, and constrained by specialized components, limited production lines, and supply-chain vulnerabilities—including critical minerals. Lead times for a single Tomahawk or JASSM can stretch to four years or more from order to delivery. Historical production rates for Tomahawks averaged only about 86 missiles per year over the past decade. Even with industry efforts to ramp up capacity—Raytheon (now part of RTX) has invested in expanded facilities aiming for higher annual output—full recovery of key inventories is projected to take one to five years depending on the system. Some estimates place full restoration of Tomahawk stocks into 2030 or 2031.
The defense industrial base has been placed on a higher footing through supplemental funding requests, invocation of the Defense Production Act, and meetings between administration officials and industry leaders. Defense Secretary Pete Hegseth has sought tens of billions in additional funding partly to address munitions shortfalls. Yet experts caution that money alone cannot instantly create capacity. Production bottlenecks, skilled labor shortages, and long-lead components mean that surge production takes years to materialize in the field.
Political and Operational Responses
The Trump administration has publicly downplayed the severity of the shortages. President Trump has stated that the United States has “far more munitions than anyone in the world, and far more than we need.” Officials have sometimes attributed underlying shortfalls to the previous administration while acknowledging the need for accelerated production. At the same time, operational decisions—including pauses in intensive strikes and reported conservation measures—suggest that inventory constraints are influencing strategy.
Allies and partners face their own pressures. Gulf states that operate Patriot and THAAD systems have also expended large numbers of interceptors, tightening the global market for these weapons. Competition for limited production slots between US forces, Middle Eastern partners, European allies, and Indo-Pacific partners is intensifying.
The Iran conflict has exposed long-standing weaknesses in US munitions planning. Decades of relatively low production rates, optimized for short wars or limited contingencies, left the force ill-prepared for the high-consumption reality of modern missile and drone warfare. The current campaign has demonstrated both the effectiveness of American precision weapons and the fragility of the stocks that sustain them.
As fighting continues and diplomatic efforts remain inconclusive, the United States must balance the demands of the Middle East against the imperative of restoring readiness for other theaters. Industry is accelerating, Congress is appropriating funds, and planners are adapting tactics. Yet the fundamental timeline cannot be compressed: high-end munitions take years to produce. The window of vulnerability created by the Iran war will remain open for some time, shaping US strategic options and deterrence calculations well into the next decade.
The experience has already forced a broader conversation about the need for larger peacetime inventories, more resilient supply chains, cheaper mass-producible alternatives such as certain drones and simpler munitions, and a defense industrial base capable of true wartime surge. Whether those lessons translate into lasting policy changes will determine how prepared the United States is for the next major conflict.
