‘Ka Bos Jong Ngi’ Promises a Real Comeback for Bus Culture in Shillong

Shillong has long been known for its traffic woes. Narrow roads, steep gradients, rapid growth in private vehicles, and an unreliable public transport system have turned daily commuting into a test of patience. For years, shared taxis and private cars have dominated the streets while buses struggled to attract consistent ridership. Now, a government initiative called ‘Ka Bos Jong Ngi’ — Khasi for “Our Bus” — is attempting to change that equation. Launched with modern vehicles and a clear target, the scheme is being positioned as more than a fleet upgrade. It is framed as the beginning of a cultural shift: making buses a preferred, reliable choice again rather than a last resort.
The numbers tell the story of the problem. At the launch, Chief Minister Conrad K. Sangma noted that public transport accounted for only about 5 percent of total transportation usage in Shillong. The government’s ambition, set out in the Shillong Urban Mobility Policy, is to raise that share to 30 percent by 2030. Achieving that target would ease congestion, cut emissions, and improve access for students, workers, and residents who currently depend on expensive or unpredictable options.
The February 2026 Launch
On 27 February 2026, Chief Minister Conrad K. Sangma formally flagged off a fleet of 84 new buses at the New Meghalaya Legislative Assembly complex. The event marked the official introduction of ‘Ka Bos Jong Ngi’ under the Urban Affairs Department. Of these vehicles, 55 were electric buses inducted under the central PM eBus Sewa Scheme, signalling a deliberate move toward cleaner mobility. The remaining buses included air-conditioned diesel models designed for immediate service on city routes.
The buses come equipped with features that older public transport in the region rarely offered: full air-conditioning, mobile charging points, real-time GPS tracking, e-ticketing systems, and CCTV cameras. These amenities are intended to make the ride comfortable and predictable, especially important in Shillong’s hilly terrain and changeable weather. A pilot service began the same day on the IIM Shillong–Upper Shillong route, operating daily from roughly 7 am to 9 pm. Fifteen buses were initially deployed on this corridor to test demand, schedules, and operational performance before wider expansion.
Legislators, including ministers and the Leader of the Opposition, took the first rides to demonstrate confidence in the vehicles. The Chief Minister described the move as a structural intervention to ease gridlock and encourage people to leave private vehicles at home. Alongside the bus launch, the government also handed over food carts to beneficiaries under the Van Dhan Vikas Kendra programme, linking the transport event to livelihood support.
Expanding the Network in July
Momentum continued into the monsoon season. On 3 July 2026, the second phase of the initiative was flagged off at the Inter State Bus Terminus (ISBT) in Mawlai-Mawiong. Meghalaya Urban Development Authority (MUDA) Chairman and Umroi MLA Damanbait Lamare led the ceremony, with Urban Affairs Department Secretary W.A.M. Booth Shadap, Director P.K. Boro and other officials present.
Fourteen new air-conditioned diesel buses were inducted, and a new route was introduced between ISBT Mawlai-Mawiong and Lad Smit. Lamare said the additional buses would particularly benefit students and daily commuters by offering a more reliable and comfortable option. He noted that 15 buses had already been operating during the pilot phase and that the latest induction marked the next stage of systematic expansion. Secretary Shadap emphasised improved connectivity to schools, hospitals, markets, workplaces and other essential destinations, including areas that previously lacked regular public transport.
The July addition brought the service closer to a genuine city-wide network rather than a limited pilot. Officials stressed the need for rigorous maintenance so that the buses remain presentable and functional for years, recognising that public trust depends as much on consistency as on the initial quality of the vehicles.
Comfort, Convenience and a Shift in Habits
The design of the buses addresses several long-standing complaints about public transport in the Northeast. Air-conditioning and charging points make longer rides more bearable. GPS tracking and e-ticketing reduce uncertainty about arrival times and eliminate the need for exact change. CCTV coverage adds a layer of safety, an important consideration for women, students and evening travellers.
If these features translate into reliable daily service, the psychological barrier to using buses could lower. Many residents currently prefer taxis or private vehicles because older buses were often crowded, poorly maintained or irregular. A modern, clean, trackable service changes the calculation, especially for those travelling to educational institutions or fixed workplaces.
Environmental benefits form another part of the pitch. The electric buses reduce local emissions and noise, while higher overall ridership would lower the number of private cars and two-wheelers on the road. In a city where average speeds can drop dramatically during peak hours and parking is already scarce, even a modest modal shift would bring visible relief.
Lessons from Earlier Attempts
Shillong has seen previous efforts to strengthen bus services. New vehicles have been introduced under different schemes over the past decade, yet a stable, coherent public transport system has remained elusive. Fragmented operations, maintenance challenges and competition from shared taxis have limited long-term impact. Commentators have pointed out that vehicles alone are not enough; governance, route integration, frequency and accountability matter equally.
‘Ka Bos Jong Ngi’ appears to recognise this. The phased approach — pilot first, then measured expansion — allows operators and planners to gather data on ridership and adjust schedules. The involvement of the Urban Affairs Department and MUDA suggests an attempt at coordinated management. Whether this coordination holds as the network grows will determine if the initiative becomes another temporary improvement or a lasting foundation.
Challenges That Remain
Several practical hurdles still stand. Maintaining a large fleet of air-conditioned and electric buses requires workshops, trained technicians and consistent funding. Charging infrastructure for the electric vehicles must keep pace with operations. Routes need to be fine-tuned so that they serve high-demand corridors without excessive empty running. Fares must remain affordable enough to attract the very people the scheme aims to serve, while covering operational costs.
Integration with existing informal transport is another sensitive issue. Shared taxis form an important livelihood for many drivers. A successful bus system should complement rather than suddenly displace them, perhaps by focusing on longer or higher-capacity routes while taxis handle shorter last-mile trips.
Public communication will also matter. People need clear information on routes, timings and ticketing methods. Real-time tracking apps or simple digital boards at stops can help build the habit of checking the bus rather than defaulting to a taxi.
Looking Toward 2030
The target of 30 percent public transport mode share by 2030 is ambitious. It requires not only more buses but also complementary measures: better pedestrian infrastructure, parking policies that discourage unnecessary private vehicle use in the core city, and possibly future additions such as dedicated bus lanes or feeder services. The Shillong Urban Mobility Policy already sets out broader goals, including increased space for non-motorised transport and a shift toward shared mobility.
For now, ‘Ka Bos Jong Ngi’ has delivered tangible new buses on the road and a visible signal of political priority. Students travelling to institutions, workers heading to offices and markets, and residents in previously underserved areas stand to gain first. If the service maintains frequency, cleanliness and reliability, word of mouth will do much of the work of building ridership.
Shillong’s topography and limited road space mean that private vehicles cannot scale indefinitely without choking the city. A functional bus network offers one of the few realistic paths to sustainable mobility. Whether ‘Ka Bos Jong Ngi’ succeeds in reviving a genuine bus culture will depend on execution over the coming years — consistent maintenance, responsive route planning, and sustained political attention after the initial fanfare fades. The promise has been made. The test now is whether the buses keep running, on time, and full enough to change daily habits.
