Dead Lizard, Watery Gravy: Why the Mid-Day Meal Scheme Faces Tough Questions on Hygiene and Nutrition

India’s Mid-Day Meal Scheme, now officially known as Pradhan Mantri Poshan Shakti Nirman or PM POSHAN, stands as one of the world’s largest school feeding programmes. Every school day it aims to provide a hot, cooked meal to around 11 crore children studying in Bal Vatika and classes I to VIII across more than 10.35 lakh government and government-aided schools. The scheme’s twin objectives have always been clear: improve the nutritional status of children from poorer families and boost school enrolment and attendance. For millions of students, particularly in rural and low-income urban areas, the school meal remains the most reliable source of food they receive in a day.

Yet the programme continues to face persistent and uncomfortable questions. Recent incidents of contamination, including the discovery of a dead lizard in meals served at a Delhi government school in July 2026 and similar cases in Odisha and other states, have once again put hygiene under the spotlight. Parallel complaints of watery gravy, sparse vegetables, diluted dal and meals that fall short of prescribed nutritional standards raise equally serious doubts about whether the scheme is delivering the nutrition it promises on paper.

The official norms are precise. Primary school children are entitled to a meal providing 450 calories and 12 grams of protein, prepared with 100 grams of food grains, 20 grams of pulses, 50 grams of vegetables and 5 grams of oil or fat. Upper primary students should receive 700 calories and 20 grams of protein through larger quantities of the same components. Material costs (covering pulses, vegetables, oil, condiments and fuel) were revised upward by 9.5 per cent from 1 May 2025 to ₹6.78 per child per day for primary classes and ₹10.17 for upper primary. Food grains continue to be supplied free by the Centre through the Food Corporation of India. In theory, these standards should deliver a basic but balanced meal. In practice, the gap between norms and reality remains wide in many places.

Hygiene failures are the most visible and alarming problem. Reports of lizards, insects, worms and other foreign objects in school meals surface with disturbing regularity across states. In the July 2026 Delhi case at Sarvodaya Co-educational Vidyalaya in Hari Nagar, a dead lizard was found in a container of rice and chana dal supplied by an NGO. Distribution was stopped after a few servings, an FIR was registered under provisions relating to acts endangering life, and samples were collected. No illnesses were reported in that particular incident, but other recent cases have been more serious. In Odisha’s Puri district, more than 30 students were hospitalised after a lizard was discovered in the meal; several were reported to be in critical condition. Over the years, similar episodes in Bihar, Karnataka, Tamil Nadu, Rajasthan and elsewhere have left hundreds of children ill with food poisoning symptoms.

These are not random accidents. Audits and field inspections repeatedly point to weak infrastructure and poor practices. Many school kitchens lack proper drainage, pest control, clean water storage, covered garbage bins or even basic ventilation. Some still rely on firewood because LPG cylinders are missing or have been stolen. Cook-cum-helpers often work without adequate training, aprons or basic hygiene protocols. In centralised kitchens run by NGOs or contractors, monitoring of storage, cooking temperatures and transportation can be inconsistent. Guidelines issued by the Ministry of Education require tasting of meals by school management committee members before serving, maintenance of food at safe temperatures, and periodic testing of samples. Implementation, however, varies sharply from one district to another.

Nutrition quality presents a quieter but equally damaging problem. Complaints of watery gravy with little nutritional substance, limited vegetables and over-reliance on cereals are common. A joint government analysis has previously noted that standard menus often fail to deliver essential micronutrients needed for children’s physical and cognitive development. The decline in the provision of eggs and fruits is particularly telling. Only about 13 states currently include eggs under the scheme, down from higher numbers a decade ago. Fruit coverage has fallen even more sharply. While some states continue to top up the basic menu with eggs, milk, bananas or even chicken using their own funds, others have reduced or eliminated these protein- and micronutrient-rich items, citing costs, cultural preferences or logistical difficulties.

Budgetary constraints play a significant role. Although the material cost has been revised, inflation in food and fuel prices frequently outpaces the increases. Schools in high-enrolment areas sometimes struggle when grain deliveries are delayed. In certain states, actual expenditure has lagged behind allocations, pointing to utilisation and administrative bottlenecks. Centralised kitchens can improve scale and consistency in urban areas, but they also introduce risks of bulk contamination and reduced local oversight. School Nutrition Gardens, intended to supplement vegetables, have withered in many places due to water scarcity, lack of fencing and irregular maintenance.

The scheme is not without successes. Where monitoring is strong, community participation is active and states provide additional resources, outcomes improve. Mothers’ committees that help with cooking and oversight, regular social audits, and transparent menu displays have strengthened accountability in several districts. Some states have expanded the programme beyond Class VIII or added fortified rice and more diverse menus. Attendance gains linked to the free meal remain real in many regions. Yet these positive examples coexist with persistent failures that damage trust among parents and undermine the scheme’s nutritional goals.

Addressing the problems requires more than periodic crisis response after a contamination incident. Kitchen infrastructure needs systematic upgrading, with priority given to drainage, pest-proof storage and clean cooking facilities. Training and higher honorariums for cook-cum-helpers can improve both skills and motivation. Real-time monitoring through digital tools, mandatory third-party testing of samples, and stricter enforcement against negligent contractors or NGOs are essential. States that have successfully maintained eggs, fruits or milk in the menu demonstrate that additional investment yields better nutrition; expanding such practices would help close the micronutrient gap. Greater community ownership through active school management committees and social audits can provide the day-to-day vigilance that distant officials cannot.

PM POSHAN remains a vital social intervention. When it works, it keeps children in school and gives them a better chance at healthy growth. The recurring images of dead lizards and watery gravy, however, reveal that good intentions and ambitious scale are not enough. Closing the gaps in hygiene, infrastructure, funding adequacy and nutritional quality is necessary if the scheme is to move from filling stomachs to genuinely fighting malnutrition. Until then, the tough questions will continue.
