Why the U.S. Is Struggling to Control Food Safety Amid Record Outbreaks

In the summer of 2026, a parasite most Americans had never heard of became a national story. Cyclospora, a microscopic organism that causes prolonged watery diarrhea, abdominal cramps, and fatigue, has produced the largest outbreak of its kind on record in the United States. By early August, the Centers for Disease Control and Prevention had logged more than 10,000 laboratory-confirmed domestic cases across 47 states, with hundreds of hospitalizations and at least two deaths. State health departments reported even higher numbers, and multiple clusters remained under investigation, including one linked to iceberg lettuce grown in central Mexico and distributed by a major supplier.

The scale of the outbreak has put intense pressure on the Food and Drug Administration and public health agencies. Yet experts say the difficulties in containing it reflect deeper, longer-running problems in America’s food safety system—problems that recent staffing reductions and funding constraints have made more acute.

A System Built for Prevention That Still Falls Short

The modern U.S. food safety framework rests largely on the Food Safety Modernization Act of 2011. That law shifted the focus from responding to outbreaks after people got sick toward preventing contamination in the first place. It required more frequent inspections of high-risk facilities, stronger standards for produce growers, better oversight of imports, and improved ability to trace contaminated products through the supply chain.

Fifteen years later, implementation remains incomplete. The FDA has not consistently met the inspection targets Congress set. A Government Accountability Office review found that the agency has missed those mandated targets for both high-risk and non-high-risk domestic facilities every year since 2018. Officials have long cited limited workforce capacity as the primary reason. The investigator force responsible for both domestic and foreign inspections has remained understaffed for years, often operating well below the number of positions needed to cover tens of thousands of facilities at the required frequency.

Foreign inspections have been especially challenging. The United States relies heavily on imported food—more than half of its fresh fruit and the vast majority of its seafood. Even before recent cuts, the FDA inspected only a small fraction of foreign facilities each year. That gap matters because contamination that begins on a farm or in a packing house overseas can quickly enter the American market through complex, consolidated supply chains.

Staffing Reductions Amplify Existing Weaknesses

In 2025, the FDA and CDC experienced significant workforce reductions as part of broader efforts to shrink the federal government. The FDA lost several thousand employees through a combination of reductions in force, early retirements, and resignations. Support staff who handled travel logistics, budgets, and coordination for inspectors were among those affected. Remaining investigators often had to manage their own arrangements for overseas trips, reducing the time available for actual inspections.

Foreign food facility inspections fell to historic lows in 2025, excluding the pandemic years. At the same time, the CDC’s FoodNet surveillance system—the primary network for tracking foodborne pathogens—was scaled back, reducing the number of organisms routinely monitored. State and local health departments, which do much of the frontline work of interviewing patients and collecting samples during outbreaks, also faced grant cuts that limited their capacity.

These changes did not create the cyclospora problem, but they complicated the response. Cyclospora is difficult to detect in environmental samples and does not multiply on food surfaces the way many bacteria do. Linking illnesses to a specific food often depends on detailed patient interviews and rapid traceback through the supply chain. When fewer experienced staff are available and surveillance is thinner, that process slows.

By mid-2026 the FDA had begun efforts to hire and rehire staff, aiming to bring on more than 2,000 people across the agency. Yet rebuilding institutional knowledge and inspection capacity takes time, and the agency continues to face competing demands across drugs, devices, and food.

Fragmented Oversight and Delayed Tools

The structure of U.S. food regulation itself creates friction. The FDA oversees about 80 percent of the food supply, while the Department of Agriculture’s Food Safety and Inspection Service handles most meat, poultry, and some egg products. This division means different standards, different inspection regimes, and sometimes gaps in coordination. Critics have long argued for a single food safety agency, but jurisdictional and political obstacles have blocked major reorganization for decades.

Traceability remains another weak point. The FDA’s Food Traceability Rule, intended to speed the identification and removal of contaminated products, faced implementation challenges. The agency proposed extending the compliance deadline by 30 months, pushing full requirements into 2028. In the meantime, investigators still rely on a patchwork of records that can take weeks to assemble during a fast-moving outbreak.

Industry concentration adds another layer of risk. A single large supplier can ship contaminated produce to restaurants, retailers, and institutions across dozens of states. When that happens, the resulting outbreak is national in scope almost immediately. The 2026 lettuce-linked cluster illustrated the pattern: product from one Mexican source reached multiple restaurant chains and grocery outlets, producing illnesses concentrated in the Midwest but reported far more widely.

Broader Context and Persistent Challenges

Foodborne illness is not new. CDC estimates continue to put the annual burden at roughly 48 million illnesses, 128,000 hospitalizations, and 3,000 deaths in a typical year. The economic cost runs into tens of billions of dollars. What is new in 2026 is the visibility of one large, protracted outbreak occurring against a backdrop of reduced federal capacity and public concern about government performance.

Climate factors may also play a role. Cyclospora thrives in warmer conditions, and hotter summers can expand the window for contamination on produce. Mass production and long supply chains increase the potential for widespread exposure once contamination occurs. Detection technology has improved for identifying pathogens in human samples, yet environmental testing and rapid source identification still lag.

Experts note that the system was under-resourced relative to its responsibilities long before the recent staffing reductions. Congress never fully funded the inspection and foreign oversight expansion envisioned when the Food Safety Modernization Act passed. The result has been a persistent gap between the preventive framework on paper and the resources available to enforce it.

Controlling foodborne outbreaks at scale requires several things at once: enough trained inspectors to maintain a credible presence at domestic and foreign facilities, robust surveillance that can detect unusual patterns early, modern digital traceability that allows rapid removal of contaminated product, and strong partnerships with state and local health departments. It also requires sustained political attention and funding that matches the size and complexity of the modern food supply.

The 2026 cyclospora outbreak has made those requirements harder to ignore. Whether the current surge leads to lasting improvements in staffing, inspection rates, and response tools will determine how well the United States manages the next large contamination event. In a system that already struggles to meet its own targets, temporary recovery of headcount alone is unlikely to be enough. The deeper structural and resource issues that have limited food safety performance for years remain the core challenge.
