India’s Blueprint for Tomorrow’s Wars: Building a Multi-Domain Force by 2047

India is quietly rewriting the rules of its military power. Faced with simultaneous pressures from China along the Line of Actual Control and the persistent challenge from Pakistan, New Delhi has embarked on one of the most ambitious defence transformations since Independence. The goal is no longer simply to match numbers or platforms. It is to create a force capable of fighting across land, sea, air, space, cyber and the cognitive domain — and to do so under a single, integrated design by the year 2047, the centenary of the Republic.
At the heart of this effort sits the Defence Forces Vision 2047. The document marks a clear philosophical shift. Future conflicts, it argues, will be decided less by the side with the most tanks or fighters and more by the side that controls data, the electromagnetic spectrum, near-space and the information environment. Warfare is moving from platform-centric to domain-centric and, eventually, intelligence-centric. India’s response is a two-pronged posture: an impregnable shield against hybrid threats and a decisive sword of precision, long-range strike that raises the cost of aggression.
Structural Overhaul: From Siloed Services to Theatre Commands
The most visible reform is the long-awaited creation of Integrated Theatre Commands. After years of deliberation, the proposal has reached a decisive stage. The current system of seventeen largely single-service commands is set to give way to three primary geographical theatres: a Northern Command focused on China with headquarters expected in Lucknow, a Western Command oriented towards Pakistan based in Jaipur, and a Maritime Command covering the Indian Ocean region headquartered in Thiruvananthapuram. Theatre commanders will exercise operational control while the service chiefs concentrate on raising, training and sustaining forces.
Complementing this higher-level change is the Army’s rapid rollout of Integrated Battle Groups. These self-contained formations of roughly five to six thousand troops combine infantry, armour, artillery, engineers, drones and logistics under a single commander. Designed for deployment within twelve to forty-eight hours, they address the painful lessons of earlier mobilisations that took weeks. The first wave is already being raised under the 17 Mountain Strike Corps facing China, with the model expected to expand across the force.
New specialised organisations are also taking shape. Vision 2047 explicitly calls for a dedicated Drone Force, a Data Force, a Cognitive Warfare Action Force to counter disinformation and psychological operations, and a Defence Geo-Spatial Agency. Parallel efforts continue to expand the Defence Cyber Agency and Defence Space Agency into full-fledged commands. The message is unambiguous: the next war will not be won by any single service fighting alone.
Technology as the Decisive Edge
Nowhere is the transformation more dramatic than in unmanned systems. Drones have moved from peripheral tools to a central pillar of doctrine. The Army Chief has described them as a “decisive force.” India is building a tiered, networked capability that fuses surveillance drones, loitering munitions, combat UAVs and swarm systems with artillery, air defence and electronic warfare. Requirements include hundreds of medium- and high-altitude long-endurance platforms, high-altitude pseudo-satellites capable of weeks of persistence, and robust counter-drone defences using jammers, directed-energy weapons and electronic denial bubbles. Programmes such as the Combat Air Teaming System and the stealthy Ghatak unmanned combat aircraft are progressing in parallel.
Artificial intelligence underpins much of this architecture. AI is being integrated into sensor fusion, predictive targeting, autonomous navigation, cyber defence and command decision support. Indigenous models are under development for secure military networks, while systems for detecting deepfakes and analysing vast intelligence streams are prioritised. The aim is to compress the sensor-to-shooter cycle dramatically and enable faster, more accurate decisions under the fog of multi-domain conflict.
Hypersonic weapons represent another leap. India has already flight-tested long-range hypersonic systems and achieved successive ground milestones with actively cooled scramjet combustors, including sustained runs exceeding 1,200 seconds. These developments place India among a small group of nations with genuine hypersonic potential. The Technology Perspective and Capability Roadmap signals demand for hundreds of such missiles alongside other precision strike systems such as the Pralay quasi-ballistic missile and advanced BrahMos variants.
Air and missile defence is being reimagined under Mission Sudarshan Chakra. Announced by the Prime Minister as a multi-layered, AI-enabled national shield, the project seeks to integrate thousands of radars (including over-the-horizon systems), satellites, existing batteries such as the S-400, the indigenous Project Kusha long-range surface-to-air missiles, and directed-energy lasers. The architecture is designed to protect both military installations and critical civilian infrastructure, with progressive capability targeted through the early 2030s and fuller maturity by 2035.
Cyber, electronic warfare, space and quantum technologies complete the picture. Dedicated cyber units are expanding, quantum-secure communications have been demonstrated, and space-based surveillance constellations are planned. Quantum sensing and computing are being explored for predictive defence and resilient networks. Together these efforts aim to deny adversaries freedom of action in the electromagnetic spectrum and near-space while securing India’s own decision-making advantage.
Self-Reliance as Strategic Imperative
Underpinning every initiative is the drive for Atmanirbhar Bharat in defence. The Defence Research and Development Organisation is being repositioned towards high-risk, high-reward domains — artificial intelligence, quantum systems, directed energy and hypersonics — while conventional production is increasingly shifted to private industry and start-ups through initiatives such as iDEX. The fifteen-year Technology Perspective and Capability Roadmap provides industry with a clear signal of future requirements, from next-generation tanks and nuclear-propulsion options for warships to robotic systems and electronic warfare suites.
Recent years have seen large capital clearances and contracts, reflecting both the lessons of emergency procurement during heightened tensions and a sustained push for indigenous capability. The private sector is no longer a peripheral player; it is becoming central to scaling production and innovation.
Challenges and the Road Ahead
The path is not without obstacles. Cultural integration across services remains incomplete. Resource constraints, industrial capacity and the sheer complexity of networking disparate systems pose real difficulties. Theatre commands, once approved, will require careful phasing to avoid operational gaps. Balancing high-end technology with affordable mass — especially in drones and munitions — will demand disciplined prioritisation.
Yet the direction is set. Phase one, running to around 2030, focuses on organisational restructuring, border stability and accelerated indigenous induction. The following decade emphasises deeper integration of space, cyber and data capabilities. By 2047 the aspiration is a fully multi-domain force able to operate seamlessly across the spectrum of conflict.
India’s preparation for the next generation of warfare is therefore neither reactive nor purely aspirational. It is a deliberate, multi-decade effort to match the character of future conflict with the instruments of national power. The combination of structural reform, technological ambition and industrial self-reliance suggests that when the next crisis arrives, India’s forces will be organised, networked and equipped very differently from those of a decade ago. The ultimate test will be whether these plans translate into fielded capability at the pace the strategic environment demands.
