U.S. Space Command Elevates Anti-Satellite and Offensive Space Weapons to Top Warfighting Priority

U.S. Space Command has formally ranked the development of new anti-satellite and broader offensive space capabilities as its highest priority for the coming years. In a clear signal that space is now treated as a full warfighting domain, Gen. Stephen Whiting, the command’s leader, placed “integrated space fires” at the top of the service’s Integrated Priorities List for fiscal years 2029 through 2033.

Speaking on August 12, 2026, at the Space and Missile Defense Symposium in Huntsville, Alabama, Whiting declared that American space systems must be able to fight on equal terms with the rest of the joint force. “Our space assets need to shoot, move, and communicate just like the rest of the joint force, so that our space assets can enable the joint force to shoot, move, and communicate,” he said. “In short, space needs to fight like the joint force to empower the joint forces’ ability to fight and undermine our adversaries’ ability to do so.”

The ranking marks a notable evolution. For years U.S. military space efforts emphasized resilience, protection of satellites, and space domain awareness. While those remain essential, Space Command is now openly demanding credible offensive tools—both kinetic and non-kinetic—to deter attacks and, if necessary, seize and maintain superiority in orbit.

The New Priority List

Whiting described the five-item list as more than a wish list. It is a deliberate demand signal directed at the military services, laboratories, research organizations, and industry. The top two priorities stand out:

  1. Integrated space fires — coordinated kinetic and non-kinetic effects against adversary space systems. These can originate from the ground, from aircraft, or from other spacecraft. The goal is to produce military effects that establish space superiority and restore deterrence.
  2. Counter-pLEO capabilities — tools specifically designed to degrade or disrupt large proliferated low-Earth-orbit satellite constellations rather than single high-value targets.

The remaining priorities focus on enabling those effects: joint integrated space command and control for rapid decision-making, dedicated space domain awareness that delivers “target-quality track” precision, and sustained space maneuver so satellites can change orbits frequently without being constrained by limited onboard fuel.

Whiting stressed that some of these capabilities must be publicly acknowledged. Deterrence requires potential adversaries to understand that the United States can impose costs for attacks on its space architecture.

The Threat Driving the Shift

China remains the pacing challenge. Beijing has fielded direct-ascent anti-satellite missiles, ground-based lasers capable of dazzling or damaging sensors, electronic jammers, and maneuverable co-orbital systems. Dual-use satellites such as the Shijian-21, equipped with robotic arms originally demonstrated for debris removal or servicing, raise concerns about potential offensive applications. China’s on-orbit intelligence, surveillance, and reconnaissance fleet has expanded dramatically, giving the People’s Liberation Army improved ability to track U.S. and allied forces across the Indo-Pacific.

Of particular concern is China’s push toward massive proliferated constellations. In late 2025 China filed paperwork with the International Telecommunication Union for two megaconstellations that together could total nearly 194,000 satellites. Even a fraction of that number would create a resilient network extremely difficult to neutralize with traditional one-satellite-at-a-time attacks. Countering such architectures requires different approaches—cyber operations, directed-energy weapons, attacks on critical nodes, or other one-to-many solutions.

Russia continues to pose serious threats as well. U.S. officials remain concerned about Moscow’s pursuit of a nuclear-armed on-orbit anti-satellite weapon, a capability that could generate widespread electromagnetic effects and debris. Russia has also tested co-orbital systems and maintains ground-based ASAT missiles.

These developments, Whiting noted, are not theoretical. “These include direct ascent ASAT missiles, ground-based lasers, jammers, and maneuverable co-orbital ASATs, and dual-use satellites… They are, in no uncertain terms, expanding military options for sustained offensive operations against the satellites we rely on to defend the homeland and project power.”

What “Integrated Space Fires” Actually Means

The term draws from Army doctrine and refers to the ability to produce effects against targets through a combination of weapons and systems working together. Non-kinetic options already exist in the U.S. inventory, including the Counter Communications System and its newer Meadowlands variant, which can jam adversary satellite links. Directed-energy systems that temporarily dazzle sensors without creating debris are also of interest.

Kinetic options remain more constrained by policy. The United States maintains a self-imposed moratorium, first announced in 2022, on destructive direct-ascent anti-satellite tests that create long-lived debris. Space Command has indicated it will operate within those restrictions. That does not preclude development of other kinetic concepts, including possible space-to-space systems or non-debris-producing approaches, nor does it limit the use of existing missile-defense interceptors that have demonstrated ASAT capability in the past.

Space-based interceptors under the Golden Dome missile-defense initiative could also carry dual implications. Systems designed to hit ballistic or hypersonic missiles from orbit would inherently possess co-orbital counterspace potential.

Whiting and other officials have repeatedly argued that pure defense is insufficient. Protecting satellites must be paired with the ability to attack when necessary. Without credible offensive options, deterrence weakens and adversaries may calculate that they can blind or deafen U.S. forces at the outset of a conflict with limited risk.

Countering the Proliferated Challenge

The second priority—counter-pLEO—reflects a fundamental change in the orbital environment. Traditional anti-satellite weapons were optimized against a handful of large, expensive satellites. Modern constellations distribute capability across hundreds or thousands of smaller spacecraft. Destroying one or even dozens may have limited operational impact.

Solutions under discussion include cyber attacks against ground control or the satellites themselves, directed-energy weapons that can engage multiple targets, electronic warfare that disrupts large numbers of links simultaneously, and methods that target the relatively smaller number of critical nodes, gateways, or ground stations supporting the constellation. Army, Navy, and Air Force units are also exploring ways to protect their own forces from hostile satellite surveillance by “engaging” adversary ISR satellites with non-kinetic means that move with the force.

Broader Implications

The elevation of these priorities carries consequences for budgets, industry, and strategy. It sends a clear message that the Pentagon expects faster progress on offensive tools and the supporting architecture of command and control, tracking, and on-orbit logistics. Sustained maneuver, for example, may require greater investment in refueling, servicing, and propulsion technologies so satellites can reposition dynamically rather than remaining on predictable paths.

Allies are watching closely. Closer coordination on space domain awareness and potential shared capabilities is likely to grow. At the same time, the United States continues to participate in international discussions on responsible behavior in space while arguing that remaining passive in the face of Chinese and Russian advances would leave critical military and civilian infrastructure exposed.

Space has long been a supporting domain. Gen. Whiting’s priority list treats it as a contested warfighting domain in which U.S. forces must be able to compete, deter, and if required fight. The formal ranking of new anti-satellite and offensive space weapons as the top requirement is the clearest public acknowledgment yet that the United States intends to close the gap between its dependence on space and its ability to defend and control it.
