Airtel, Jio and Musk: The High-Stakes Partnerships Defining India’s Satellite Internet Race

In March 2025, India’s two largest telecom operators executed one of the most striking strategic pivots in recent corporate history. Within the span of roughly 24 hours, Bharti Airtel and Reliance Jio each announced separate agreements with Elon Musk’s SpaceX to distribute Starlink satellite broadband services across the country. The deals came after years of regulatory friction and public sparring over spectrum allocation rules. What looked like a straightforward partnership at the time has since evolved into a complex, multi-layered contest involving collaboration, competition, national security concerns, and India’s own ambitions to build sovereign satellite capacity.

As of August 2026, commercial services have still not launched. Starlink, Airtel-backed OneWeb, and Jio’s satellite ventures all hold key licences, yet final spectrum assignment and security clearances remain outstanding. The story of Airtel, Jio and Musk is no longer simply about bringing low-Earth-orbit (LEO) internet to remote India. It has become a test of how India balances foreign technology, domestic industrial policy, and the urgent need to close its digital connectivity gaps.

The March 2025 Deals That Changed the Game

The partnerships were deliberately limited in scope yet strategically significant. Both operators agreed to sell Starlink equipment through their extensive retail networks and online platforms. Jio committed to supporting installation, activation and customer service. Airtel signalled plans to use Starlink for rural schools, healthcare centres, enterprise customers and areas where terrestrial networks remain weak. The agreements were explicitly conditional on SpaceX securing the necessary Indian government authorisations.

For Airtel and Jio, the logic was clear. Fibre and mobile towers cannot economically reach every village, border outpost or island community. LEO satellite constellations offer a practical way to extend coverage without the capital intensity of building physical infrastructure everywhere. By positioning themselves as distribution partners, the Indian operators secured a role in the value chain rather than risking being sidelined by a pure foreign service. For SpaceX, the deals provided instant access to India’s two strongest consumer and enterprise distribution machines, plus local installation expertise that is critical for a dish-based service.

The timing was notable. Earlier tensions over whether satellite spectrum should be auctioned or administratively allocated had created friction. The sudden embrace of Starlink suggested both companies had recalculated: if Starlink was going to enter India anyway, better to shape its commercial footprint than to fight a losing regulatory battle.

Regulatory Progress and Persistent Bottlenecks

Starlink made tangible progress after the deals. It secured a Global Mobile Personal Communications by Satellite (GMPCS) licence in June 2025 and received IN-SPACe authorisation for its first-generation constellation of roughly 4,408 satellites in July 2025. In February 2026 the government issued normative spectrum assignments to Starlink, Jio Satellite Communications and OneWeb. Provisional spectrum was later allocated to allow testing and demonstration of security compliance.

Yet the final pieces have not fallen into place. Spectrum pricing remains unresolved. TRAI had recommended administrative allocation with a spectrum usage charge linked to adjusted gross revenue, but the Department of Telecommunications has yet to finalise and notify the framework. More critically, security clearances involving data localisation, traffic routing through Indian gateways, lawful interception capabilities and foreign direct investment structure continue to delay commercial launch for all three major players.

National security agencies have taken a cautious approach. Concerns include control of user data, potential dual-use technology risks, and the geopolitical implications of relying on a foreign-controlled constellation for critical connectivity. Starlink has publicly pushed back against reports of a regulatory freeze, insisting discussions remain active and productive. Still, as of mid-to-late August 2026, no commercial service has gone live.

Jio’s Sovereign Constellation Ambition

While the Starlink partnerships remain in limbo, Reliance Jio has accelerated a parallel track. In June 2026, Jio Platforms managing director Akash Ambani publicly outlined plans for a sovereign Indian LEO constellation. Reports indicate a network of approximately 1,600 to 1,650 satellites operating at around 650 km altitude, designed to deliver total capacity in the range of 4.5 to 5 terabits per second. The company also plans roughly 20 ground stations.

In July 2026, IN-SPACe assessed Jio’s proposal as technically sound after consultations with ISRO and the Department of Telecommunications. This technical nod allows Jio to proceed with international filings at the International Telecommunication Union for orbital slots and frequency coordination. Jio has described a dual strategy: lease capacity from global partners in the near term for faster service availability while building its own long-term sovereign capability.

This move changes the competitive dynamics. A purely foreign constellation faces different political and regulatory treatment from a domestic one. Jio’s plan positions the company both as a potential Starlink distributor and as a future competitor with deeper local roots. It also aligns with broader government interest in developing indigenous space capabilities and reducing dependence on foreign systems for critical infrastructure.

Starlink’s Gen 2 Push and Direct-to-Device Ambitions

Starlink has not stood still. In August 2026 the company reapplied to IN-SPACe for authorisation of its second-generation constellation. The fresh application seeks approval for nearly 30,000 satellites over India (part of a larger global Gen 2 plan) operating at altitudes between roughly 340 and 615 km. Critically, it includes direct-to-device (D2D) capabilities that would allow satellites to connect directly to ordinary smartphones without specialised dishes.

An earlier Gen 2 application had been rejected because certain features and spectrum bands did not conform to Indian requirements. The reapplication reflects both technical evolution and an assessment that India may soon open pathways for D2D services. If approved, the expanded constellation would give Starlink significantly greater capacity and coverage than the currently authorised Gen 1 network or the proposed Jio constellation.

Direct-to-device technology is particularly relevant for India. It could eventually enable emergency messaging, basic connectivity and coverage in areas where even satellite dishes are impractical. Both Airtel and Jio already operate vast mobile networks; integration of D2D services would create powerful hybrid offerings. Trials and discussions around ground stations and terrestrial interconnection have been reported, with Starlink exploring partnerships beyond pure distribution into infrastructure and marketing collaboration.

Collaboration, Competition and India’s Digital Future

The relationship between Airtel, Jio and Starlink is therefore neither pure partnership nor pure rivalry. It is a pragmatic coexistence shaped by regulatory reality. Airtel continues to develop its OneWeb-based offerings for enterprise, government and specialised use cases. Jio balances Starlink distribution, its SES joint venture, and its own constellation plans. Starlink needs local partners for scale while simultaneously pushing for the technical authorisations that would strengthen its independent position.

For ordinary Indians the stakes are practical. Large parts of the Northeast, Himalayan regions, island territories and remote rural pockets still suffer from unreliable or non-existent broadband. Satellite services can deliver meaningful speeds for education, healthcare, agriculture and e-commerce where fibre will take years to arrive. Pricing will be decisive. Starlink services globally are significantly more expensive than Indian mobile or fibre plans; partnerships with Jio and Airtel may help bring costs down through bundling and local scale, but affordability remains an open question.

National interest considerations add another layer. India wants the connectivity benefits of advanced LEO systems without ceding long-term control of critical digital infrastructure. The slow pace of final clearances reflects this caution. At the same time, prolonged delays risk leaving India behind as other markets commercialise satellite broadband more rapidly.

What Comes Next

Several near-term triggers will determine the trajectory. Finalisation of spectrum pricing and assignment rules is essential. Completion of security compliance demonstrations and clearances will unlock commercial launch for the existing licence holders. Progress on Jio’s ITU filings and further technical approvals for Starlink’s Gen 2 constellation will shape capacity and capability over the medium term. Direct-to-device regulatory frameworks currently under consideration by TRAI could open an entirely new layer of service.

The deals between Airtel, Jio and Musk have already reshaped India’s satellite landscape. They transformed potential adversaries into commercial partners and forced every player to accelerate. Whether the eventual outcome is a hybrid market in which Starlink services sit alongside domestic constellations, or a more competitive field in which Indian systems eventually dominate, will depend on how quickly the remaining regulatory gates open and how aggressively the operators execute.

For now, India’s satellite internet race remains poised at the starting line. The partnerships are in place, the technology is proven, and the need is clear. The final stretch will be decided as much in policy rooms in Delhi as in the orbital planes above the country.
