Why the Congress–Raijor Dal Alliance Collapsed in Assam

The political opposition in Assam has suffered a significant fracture. The Assam Pradesh Congress Committee (APCC) formally severed its political alliance with the Akhil Gogoi-led Raijor Dal, drawing a line under months of bitter public infighting, rhetoric, and strategic misalignment. The move, directed by APCC leadership under the guidance of Deputy Leader of the Opposition in the Lok Sabha Gaurav Gogoi, signals a fundamental reset in the state’s political equations following the May 2026 Assam Assembly elections.

While political alliances in India frequently witness friction, the complete collapse of ties between Assam’s largest opposition entity and one of its most prominent regional outfits carries broad implications for the state’s electoral landscape. To understand how the alliance reached a breaking point, one must look at the ideological tensions, personal rivalries, and post-election recriminations that transformed a strategic partnership into an untenable feud.

The Boiling Point: What Caused the Split

The formal severing of ties was announced via an official organizational directive signed by APCC General Secretary Ramanna Baruah. According to Congress leadership, the decision was not made in haste, but was the cumulative result of repeated breaches of alliance discipline.

Key Drivers of the Disruption:

  • Public Character Attacks: Congress leadership accused Raijor Dal’s high command—specifically MLA Akhil Gogoi—of engaging in personal character assassination against senior Congress leaders rather than directing political opposition toward the ruling Bharatiya Janata Party (BJP).
  • Undermining Coalition Cohesion: APCC officials alleged that Raijor Dal repeatedly made disparaging remarks about other partners within the broader opposition umbrella, making unified strategy meetings impossible to conduct effectively.
  • Post-Election Blame Games: The immediate trigger followed a high-decibel war of words after the 2026 election results. Akhil Gogoi publicly targeted APCC President Gaurav Gogoi, blaming Congress’s campaign execution for the opposition’s underwhelming performance and calling for his resignation as state chief.
  • Counter-Accusations of Sabotage: Congress retaliated forcefully, accusing Akhil Gogoi of playing into the hands of the ruling coalition. Senior APCC members publicly warned him against functioning as an “agent” of the government, reminding the Raijor Dal chief that his own seat in Sivasagar was secured largely due to Congress step-backs and strategic voter consolidation.

For Congress, the decision to walk away was framed as a necessary measure to protect organizational dignity and enforce alliance decorum. For Raijor Dal, it marked another chapter in a contentious relationship with national political parties.

A Strategic Marriage Built on Fragile Foundations

To understand why the rift widened so rapidly, it is crucial to examine the origins of the partnership. Raijor Dal was born out of the intense anti-Citizenship Amendment Act (CAA) protests that swept Assam in late 2019 and early 2020. Led by peasant rights activist Akhil Gogoi and backed by various civil society groups, the party positioned itself as a uncompromising voice for regional indigenous identity (Jatiyatabad) and grassroots anti-corruption.

When Congress forged an understanding with Raijor Dal ahead of electoral contests, it was seen as a pragmatic attempt to avoid splitting the anti-BJP vote. Congress brought nationwide organizational infrastructure, financial backing, and a traditional rural voter base. Raijor Dal offered agitational energy, civil society credibility, and strong localized appeal in regional pockets like Upper Assam.

However, the structural differences between a disciplined, institutional national party and a movement-driven, anti-establishment regional outfit created friction from day one:

+-----------------------------------------------------------------------------------+
                        STRUCTURAL CONTRADICTIONS IN THE ALLIANCE
+-----------------------------------------------------------------------------------+
| CONGRESS PARTY | RAIJOR DAL |
* National organizational hierarchy * Movement-based regionalist focus
* Institutional consensus-building            * High-visibility leader-driven
* Pragmatic electoral compromises * Uncompromising ideological stance
+-----------------------------------------------------------------------------------+

These foundational differences made cohesive governance within the opposition coalition fragile. While electoral arrangements held during campaign cycles, post-election realities quickly exposed deep ideological and operational divides.

Implications for Assam’s Political Landscape

The dissolution of the Congress–Raijor Dal alliance reshapes the tactical landscape for upcoming political cycles in Assam, impacting all major political players:

1. The Opposition Realignment

Congress has made it clear that while its partnership with Raijor Dal is over, its commitment to a broader anti-BJP front remains intact. APCC leadership emphasized that it will continue working alongside left parties, regional allies, and other like-minded platforms. However, losing Raijor Dal deprives the broader opposition of a vocal, activist-led partner capable of mobilizing street-level protests. Congress must now consolidate its own cadre in areas where Raijor Dal holds influence, particularly in Upper Assam.

2. Raijor Dal’s Strategic Isolation

For Akhil Gogoi and Raijor Dal, going solo presents both a challenge and an opportunity. Free from the constraints of a formal alliance, Raijor Dal can re-embrace its radical, movement-oriented roots, attacking both the ruling BJP and the Congress without political compromise. However, operating outside a major alliance risks electoral isolation, where vote-splitting could dilute its capacity to convert regional goodwill into legislative seats.

3. Advantage for the Ruling Coalition

Divided opposition blocks historically benefit incumbent regimes in multi-cornered contests. The public fallout between two prominent opposition voices provides political ammunition to the BJP-led government, reinforcing their narrative of an unstable, divided opposition incapable of providing a cohesive alternative.

Political alliances are inherently fluid, but the public severity of the Congress–Raijor Dal split suggests that a quick reconciliation is out of the question. As Congress focuses on rebuilding its grassroots organization under Gaurav Gogoi’s leadership, Raijor Dal faces the test of demonstrating its political longevity as an independent regional force.

Whether this fracture leads to a permanently fragmented opposition or forces both parties into sharper, independent strategies will depend on how effectively each can articulate a vision that resonates with the voters of Assam.
