An Overview of Meghalaya’s Fisheries Sector

Meghalaya, known geographically as the “Abode of Clouds,” is endowed with exceptional hydrological potential. Situated in the northeastern hill region of India, the state possesses an intricate network of perennial rivers, high-altitude lakes, hill streams, and seasonal wetlands. Historically, fishing across the state was predominantly a subsistence activity carried out by indigenous communities using traditional traps and bamboo gear. Over the last two decades, however, Meghalaya’s fisheries sector has undergone a profound transformation. What was once an unorganized, micro-scale pursuit is rapidly transitioning into a structured, technology-driven, and ecologically conscious sector that forms a vital pillar of the state’s rural economy and food security framework.

1. Hydrological Landscape and Sector Dynamics

The state is divided into major river basins, including the Simsang, Kynshi, Myntdu, Umngot, and Umiam systems, which nourish thousands of hectares of riverine habitat. The overall water spread area dedicated to fisheries encompasses extensive natural lakes, artificial reservoirs, hill streams, and private as well as community-managed ponds. Despite this rich natural endowment, Meghalaya historically faced a severe structural deficit in domestic fish supply. Local production in the early 2000s stood at barely 4,000 metric tonnes per annum, forcing the state to import over 80% of its fish requirement from neighboring states like West Bengal and distant commercial centers such as Andhra Pradesh.

Driven by targeted state-wide developmental interventions over the past decade, local fish production has expanded significantly—growing from under 4,000 metric tonnes in 2011 to nearly 20,000 metric tonnes in recent years. This expansion has significantly curbed import dependency while increasing per capita animal protein intake across rural districts.

  • Feed Mill Infrastructure: Partnering with private and cooperative entities to set up localized fish feed processing units, ensuring nutritious feed formulated for cool-water regimes.
  • Capacity Building and Human Capital: Providing institutional training via the Meghalaya State Fisheries Research & Training Institute at Mawpun, which trains local youth, women’s self-help groups (SHGs), and smallholder farmers in modern aquaculture practices, water quality management, and polyculture techniques.

3. Aquatic Biodiversity and Indigenous Conservation

Meghalaya is located within the Indo-Burma biodiversity hotspot, harboring over 190 documented native fish species. The state’s aquatic ecosystem is home to ecologically significant cold-water species such as the iconic Chocolate Mahseer (Neolissochilus hexagonolepis)—designated as the state fish—and the Golden Mahseer (Tor putitora). Notably, the state also holds unique biospeological marvels, including Neolissochilus pnar, the world’s largest subterranean/cave-dwelling fish species, discovered deep within the limestone cave systems of the Jaintia Hills.

  2. Acid Mine Drainage (AMD): Historical unregulated coal mining in areas like Jaintia Hills and South Garo Hills led to the contamination of major river stretches with acid mine runoff, significantly lowering water pH and devastating localized aquatic life.
  3. Climatic Factors & Cold Temperatures: Extended winter seasons in high-altitude zones like Shillong and the Central Plateau slow down the growth rates of standard warm-water carp species, requiring cold-adapted fish strains and specialized nutritional regimens.
  4. Supply Chain and Cold Chain Infrastructure: Inadequate cold storage facilities and refrigerated transport vehicles hinder the seamless flow of fresh fish from remote rural ponds to urban markets like Shillong, Tura, and Jowai.

5. Future Horizons: Value Addition and Eco-Tourism

The future trajectory of Meghalaya’s fisheries lies in diversifying beyond traditional carp culture. The state government, alongside central bodies such as the National Fisheries Development Board (NFDB) and NABARD, is actively promoting high-value aquaculture diversification:

  • Ornamental Fisheries: Leveraging the state’s vibrant native fish fauna to capture domestic and international aquarium trade markets through sustainable captive breeding.
  • Angling and Eco-Tourism: Developing riverine stretches into catch-and-release sport fishing destinations focused on the famous Mahseer, driving eco-tourism revenues for rural village councils.
  • Integrated Aquaculture Systems: Combining fish farming with livestock (Paddy-cum-Fish culture, Pig-cum-Fish culture), optimizing land and nutrient utilization for smallholder hill farmers.

Meghalaya’s fisheries sector stands at a pivotal juncture. By harmonizing scientific aquaculture strategies under the Aquaculture Mission with traditional, community-governed conservation protocols, the state is steadily building a sustainable, resilient, and bio-diverse aquatic economy that promises long-term prosperity for its rural populace.
