For nearly a decade, Nitin Gadkari stood out as one of the most visible, energetic, and broadly praised figures within the Narendra Modi government. Earned through years of relentless infrastructure expansion, his title as the “Highway Man of India” was not merely a public relations moniker—it reflected a tangible transformation of the nation’s connectivity landscape. From accelerating daily highway construction targets to pioneering digital toll collection via FASTag and pushing for alternative fuels, Gadkari built a reputation as an action-oriented administrator who delivered results where bureaucracy historically floundered.

Yet, despite his impressive track record, political observers have spent recent years documenting a gradual shift in Gadkari’s political footprint. While he remains a central figure in India’s transport administration, his political leverage within the governing Bharatiya Janata Party (BJP) and the broader government framework has visibly narrowed. Understanding this evolution requires examining the intersection of internal party dynamics, institutional friction, administrative challenges, and the broader centralization of power in modern Indian politics.

The Ideological Roots and Independent Base

To understand Nitin Gadkari’s political trajectory, one must look to Nagpur—the home of the Rashtriya Swayamsevak Sangh (RSS), the ideological parent organization of the BJP. Gadkari rose through the ranks of the Sangh ecosystem, serving in various capacities in Maharashtra state politics before eventually serving as the national president of the BJP from 2009 to 2013.

His deep-seated connection to the RSS provided him with an independent base of legitimacy that few contemporary leaders possess. When the BJP secured a decisive mandate under Narendra Modi in 2014, Gadkari was inducted into the cabinet not simply as a regional representative, but as a heavyweight leader in his own right. During Modi’s first term (2014–2019), Gadkari’s portfolio expanded well beyond roads to include Shipping, Water Resources, River Development, Ganga Rejuvenation, and later Micro, Small, and Medium Enterprises (MSME). He operated with significant autonomy, frequently engaging across party lines and maintaining a distinct public persona.

The Consolidation of Power and Organizational Demotions

The political dynamic within the BJP underwent a structural transformation following the party’s returning victory in 2019. Under the leadership of Prime Minister Modi and Union Home Minister Amit Shah, the central hierarchy began streamlining decision-making processes and consolidating party governance.

In this reorganized setup, leaders with independent political bases faced altered expectations. Gadkari, known for his candid public speaking and occasionally blunt observations, stood out in a political culture increasingly characterized by disciplined message discipline. On multiple occasions, his off-the-cuff remarks regarding public administration, internal party politics, or economic management were interpreted by opposition parties and media analysts as subtle critiques of the central administration’s approach.

The most formal signal of his changing status within the party apparatus occurred in August 2022. During a major organizational reshuffle, Gadkari was dropped from the BJP Parliamentary Board—the party’s apex decision-making body. For a former national president of the party and a sitting Union Minister of his standing, this exclusion marked a clear organizational demotion. It signaled to the political establishment that proximity to the central leadership was the defining metric of authority within the party’s hierarchy.

Audit Controversy and Institutional Scrutiny

Beyond organizational politics, administrative controversies also contributed to shifting public narratives. In August 2023, a report by the Comptroller and Auditor General of India (CAG) brought intense media and political scrutiny to the Ministry of Road Transport and Highways.

The report pointed out significant cost overruns in flagship projects, most notably the Dwarka Expressway under the Bharatmala Pariyojana phase-I. The audit highlighted that the sanctioned cost for the project had increased significantly from original estimates. The Ministry defended the figures, explaining that the expenditure reflected major design upgrades, including converting the project into a complex, multi-lane elevated corridor with underground tunnels to handle severe urban traffic density.

While the ministry maintained that all financial procedures were followed transparently, the opposition seized upon the CAG findings to challenge the government’s narrative of flawless project execution. For a minister whose public identity was built on hyper-efficient, cost-conscious infrastructure delivery, the audit controversy presented a rare and challenging political headwind.

Sectoral Challenges and Structural Realignment

In addition to audit queries, the national highway expansion program faced broader structural headwinds. The extraordinary construction rates achieved during the middle of the 2010s met natural constraints in subsequent years:

  • Land Acquisition Costs: The cost of acquiring land under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act rose substantially, consuming a major share of total project budgets.
  • NHAI Debt Load: The National Highways Authority of India (NHAI) accumulated substantial debt to fund aggressive project awards, prompting the Union Finance Ministry to call for fiscal discipline, monetisation of existing assets, and a shift toward private investment models like Build-Operate-Transfer (BOT).
  • Inter-Ministerial Priorities: As national budget priorities shifted toward manufacturing incentives (such as Production Linked Incentive schemes), defense, and targeted direct welfare programs, capital allocations faced stricter scrutiny across all infrastructure ministries.

Cabinet Realignment and Current Standing

Following the general elections, the formation of the government in mid-2024 reflected this modified landscape. While Gadkari was retained as the Minister for Road Transport and Highways—underlining the government’s recognition of his administrative capabilities—his administrative scope remained focused on his core ministry rather than the expansive multi-portfolio arrangements he held during the administration’s earlier years.

Despite the reduction in his party political leverage, Gadkari retains considerable popularity among the public, civil society, and cross-party political circles. His focus on long-term technological transformation—such as green hydrogen, alternative bio-fuels, electric mobility, and safety engineering—continues to set national policy discourse.

The story of Nitin Gadkari’s political evolution is not one of a sudden collapse, but rather a reflection of modern Indian political dynamics: a capable, technocratic leader navigating the realities of a highly centralized political system. While his position within the party’s internal structure has undoubtedly shifted, his legacy as the chief architect of India’s modern highway infrastructure remains a central pillar of the nation’s ongoing development narrative.
