Meghalaya Rolls Out Electric Taxis and Buses to Power a Green Transport Revolution


Meghalaya is taking a decisive step toward sustainable urban mobility by launching electric taxis and buses across Shillong and other key towns. With climate change and urban congestion becoming pressing concerns, the state government is actively pushing policies that not only aim to reduce vehicular emissions but also reimagine the way people move around. This transition is part of a larger roadmap under the Shillong Urban Mobility Policy 2024 and the state’s Electric Vehicle Policy 2021, which emphasize the need for eco-friendly, non-motorised, and shared modes of transport.


Electric Taxis: A New Beginning

Chief Minister Conrad K. Sangma recently announced a comprehensive plan to introduce electric taxis in Shillong, Jowai, Tura, and Nongstoin. This initiative is designed to encourage taxi operators to shift from traditional fuel-driven cars to battery-operated vehicles. By doing so, the government hopes to cut down on Shillong’s rising pollution levels, while also reducing the city’s dependence on fossil fuels.

These electric taxis will not only provide a cleaner commuting option but also complement Meghalaya’s vision of a “green economy.” The plan is to gradually integrate EVs into the public transport network so that both residents and tourists can experience reliable, eco-friendly mobility solutions.


Electric Buses: Building the First Fleet

In parallel with electric taxis, the government is set to roll out its first batch of 50 electric buses. Initially, the focus is on replacing school buses under the STEMS project with electric models. However, this rollout is only the beginning. Under the Shillong Urban Mobility Policy 2024, the state has a bigger ambition: introducing a fleet of 100 electric buses to reduce congestion and provide citizens with efficient public transport.

The procurement of these buses will be supported through the Prime Minister’s eBus Sewa Scheme, ensuring that Meghalaya can benefit from central funding and technological support. Additionally, a capital subsidy of ₹13 crore has already been sanctioned for setting up an advanced e-bus depot at Mawdiangdiang in New Shillong Township, which will serve as the operational hub for the new fleet.


Creating a Walkable City

One of Shillong’s unique advantages is its compact, pedestrian-friendly layout. The government is keen on tapping into this by expanding sidewalks, building new walkways, and prioritizing non-motorised transport. The aim is not just to add electric vehicles to the road but to create a holistic system where walking, cycling, and shared mobility coexist. By improving walkability, Meghalaya hopes to reduce short-distance car trips that often add to congestion.


Infrastructure and Charging Network

While electric vehicles offer many advantages, their success depends heavily on charging infrastructure. Recognizing this, the government—backed by a study from the Asian Development Bank (ADB) with support from Ernst & Young—is working on a blueprint for fast-charging stations across Shillong.

The study identified 24 prime locations for setting up charging points catering to two-wheelers, four-wheelers, and buses. Importantly, the advisory also recommended that the government amend taxi operation rules to include EVs, ensuring regulatory support for operators making the shift.


The Foundation: Meghalaya EV Policy 2021

Meghalaya’s green transport vision is not new. The Electric Vehicle Policy of 2021 had already laid the groundwork for today’s initiatives. Key highlights of this policy include:

  • A target of 15% EV adoption by 2025.
  • Purchase incentives and subsidies linked to battery capacity (per kWh).
  • Support for battery recycling and re-use systems.
  • A phased replacement of government and state transport buses with electric versions.

This early policy ensured that when national-level schemes like PM-eBus Sewa were introduced, Meghalaya was already strategically positioned to leverage them.


Shillong Urban Mobility Policy 2024: The Bigger Picture

The Shillong Urban Mobility Policy 2024 ties all of these initiatives together under one comprehensive plan. Its vision is to:

  • Allocate 30% of road space for walking and cycling.
  • Ensure 30% of trips in Shillong use public transport.
  • Encourage a shift from private cars to shared mobility.
  • Integrate technology-driven solutions such as smart cards, route digitisation, and real-time tracking of buses.

This integrated approach reflects a long-term commitment to reduce congestion, improve air quality, and ensure equitable access to transportation.


Challenges Ahead

While the announcements mark an important milestone, the transition will not be without challenges. Some of the hurdles include:

  • High upfront cost of EVs, which may discourage small taxi operators.
  • Limited charging infrastructure, which needs to be scaled up quickly.
  • Consumer hesitation, as EV adoption still faces skepticism regarding range and reliability.

Addressing these concerns will require not just subsidies and policy pushes but also awareness campaigns, private sector partnerships, and active citizen engagement.


A Green Road Ahead

Meghalaya’s rollout of electric taxis and buses signals a transformational shift in the way the state envisions mobility. By combining national funding, state-level policies, and urban design improvements, the government is building a roadmap that could serve as a model for other hill states in India.

If implemented effectively, Shillong could soon emerge as one of India’s leading cities in sustainable urban transport—where buses are electric, taxis are emission-free, and pedestrians reclaim the streets. The road ahead is challenging, but Meghalaya’s vision for green transport marks a bold step toward a cleaner and more livable future.
