Steve Bannon Insists Donald Trump Will Serve a Third Term
Steve Bannon, former White House chief strategist and host of the War Room podcast, has repeatedly declared that Donald Trump will win a third term as president in 2028, despite the clear constitutional prohibition on any president serving more than two terms.
In an October 2025 interview with The Economist, Bannon stated unequivocally: “He’s gonna get a third term. Trump ’28, Trump is gonna be president ’28… people just ought to get accommodated with that.” He went further, claiming “there is a plan” to make it happen and promising that “at the appropriate time, we’ll lay out what the plan is.”
Bannon has continued to push the idea into 2026. At a Semafor event in April, when asked about the future of the MAGA movement and whether JD Vance would emerge as its next leader, Bannon replied: “MAGA has President Trump. I’m a huge advocate of President Trump’s third term.” He has echoed similar sentiments across multiple podcast episodes, television appearances, and interviews, including one with Bill Maher.
Constitutional Barriers
The 22nd Amendment to the U.S. Constitution, ratified in 1951, explicitly states: “No person shall be elected to the office of the President more than twice.” This limit applies whether the terms are consecutive or not. Overturning the amendment would require a new constitutional amendment—two-thirds approval in both the House and Senate, followed by ratification by three-fourths of the states. Legal experts widely regard this as extremely difficult, if not practically impossible in the current political climate.
No credible legal pathway has been publicly detailed by Bannon or Trump allies to bypass the restriction. Speculation about creative interpretations, emergency powers, or non-elected service remains theoretical and faces near-certain legal and political challenges.
Trump himself has occasionally joked or mused about a third term during rallies and interviews, but he has not outlined any formal plan. His current second term is scheduled to end in January 2029.
