New Delhi — In a significant boost to infrastructure development in India’s challenging hilly and Himalayan regions, the Central Government has allocated ₹4,900 crore to Arunachal Pradesh under the newly launched “Pride of the Hills” initiative. This makes Arunachal the top beneficiary among nine hill states receiving a total special assistance package of around ₹25,000 crore.
Understanding the ‘Pride of the Hills’ Scheme
The “Pride of the Hills” scheme is a targeted component of the Special Assistance to States for Capital Investment (SASCI) for the financial year 2026-27. It aims to address the unique developmental challenges faced by hill and Himalayan states, which often struggle with structural disadvantages despite their strategic importance.
These states encounter higher per-unit costs for infrastructure due to difficult terrain, sparse population, limited revenue generation, and weak connectivity, especially in remote and border areas. The scheme provides special development assistance to help states accelerate capital expenditure, build revenue-generating assets, improve public utilities, and manage committed liabilities while focusing on long-term economic sustainability.
Why Arunachal Pradesh Got the Highest Share
Arunachal Pradesh, India’s largest northeastern frontier state, faces the most pronounced version of these geographical and logistical hurdles. With its vast mountainous landscape, dense forests, and international borders with China and Myanmar, the state requires massive investments in roads, bridges, power, and connectivity to unlock its potential and ensure balanced regional growth.
Chief Minister Pema Khandu welcomed the allocation, describing it as a “timely and visionary intervention” by Prime Minister Narendra Modi that will help bridge critical infrastructure gaps in the state.
State-wise Allocation Breakdown
The total ₹25,000 crore package has been distributed based on the specific needs and challenges of each state:
- Arunachal Pradesh: ₹4,900 crore
- Himachal Pradesh: ₹3,920 crore
- Nagaland: ₹3,880 crore
- Uttarakhand: ₹3,460 crore
- Tripura: ₹3,450 crore
- Manipur: ₹2,400 crore
- Meghalaya: ₹2,070 crore
- Sikkim: ₹820 crore
- Mizoram: ₹100 crore
This need-based allocation reflects the Central Government’s commitment to equitable development, giving priority to states with tougher terrain and greater strategic significance.
Significance of the Initiative
Unlike regular grants, the “Pride of the Hills” funds are designed as a special push for capital investment. They are expected to be utilized primarily for high-impact projects in infrastructure, border connectivity, and economic development. For Arunachal Pradesh, this substantial support is expected to transform connectivity in remote districts, boost tourism potential, and strengthen overall resilience in one of India’s most strategically vital regions.
The move underscores a broader policy focus on inclusive growth that leaves no region behind, particularly those contributing to national security and biodiversity conservation through their unique Himalayan and northeastern landscapes.
As implementation begins, this financial infusion is poised to bring tangible improvements to the lives of people in the hills, turning geographical challenges into opportunities for sustainable progress.
